팔레스타인인들은 지난 1월 9일 새 팔레스타인 자치정부 수반을 선출하기 위해 투표했습니다. 이라크 인들은 오는 1월 30일에 국회의원선거를 실시할 예정입니다. 미국 상원의 중진 의원인 조세프 리버맨 의원은 이 같은 두가지 주요 정치행사가 2005년 1월을 “중동에서 역사적인 전환의 달”로 만들수도있을 것으로 믿는다고 말했습니다.
“이라크 인들과 팔레스타인 인들은 참된 선거를 실시하고 민주국가가 되기 시작할 것입니다. 이것은 바로 우리 미국이 원하는 바입니다. 이것은 어느 면에서 테러와의 전쟁에서 미국이 거둘 수 있는 최선의 비군사적인 승리라고 할 수 있을 것입니다. 이것이 현재 진행되고 있습니다.”
조지 부쉬 미국 대통령은 선거를 향한 움직임은 중동지역에 “변화의 시대, 희망의 시대”를 조성하고 있다고 말합니다. 부쉬 대통령은 “자유 이라크는 바로, 테러에 대한 확고부동한 배척이 될 것이며, 다마스커스에서 테헤란에 이르기까지 개혁주의자들에게 하나의 모델이 될 것이라고 말합니다. 그리고 팔레스타인 땅에 하나의 대의정부를 수립하는 것이야말로 팔레스타인과 이스라엘간의 평화를 이룩할 수 있는 유일한 길이라고 부쉬 대통령은 말합니다.
“팔레스타인 영토내에 진정한 민주 국가가 탄생하기 전에는 결코 평화는 오지 않을 것입니다. 팔레스타인이 국가로의 발전을 향한 과정의 출발점인 선거들을 실시할 것이기 때문에 본인은 중동사태에 희망을 갖고 있습니다. 이것은 당장 민주주의가 도래했다는 징표는 아닙니다. 이것은 과정의 시작에 불과합니다.”
부쉬 대통령은 “팔레스타인 국민은 자신들의 국가이익을 위해 진정으로 봉사하는 평화로운 정부를 가질 자격이 있으며, 이스라엘 국민은 평화의 길에 진정한 동반자가 필요하다”고 말합니다. 부쉬 대통령은 그 목표는 분명하다고 밝히고, 그것은 평화롭고 안전하게 공존할 수 있는 이스라엘과 팔레스타인 두 국가라고 말합니다. 그리고 부쉬 대통령은 이 같은 목표는 민주주의와 개혁과 법치의 길을 통해서만 달성될 수 있는 것이라고 말합니다.

Palestinians went to the polls on January 9th to choose a new president of the Palestinian Authority, and Iraqis are scheduled to vote for a national assembly on January 30th. A leading U.S. senator, Joseph Lieberman, says he believes these two events could make January 2005 a month of "historic transformation in the Middle East.
"The Iraqis and the Palestinians will hold genuine elections and begin becoming democratic nations. That's exactly what we want. It's, in some ways, the best non-military victory we could achieve in our own war against terrorism. And it's happening."
President George W. Bush says that the movement toward elections is creating "a time of change and a time of hope" for the Middle East. "A free Iraq," says Mr. Bush, "will be a standing rebuke to terrorism and a model to reformers from Damascus to Tehran." And, a representative government in Palestinians territories, says Mr. Bush, is the only way to peace between the Palestinians and the Israelis.
"There never will be peace until a true democratic state emerges in the Palestinian territory. And I'm hopeful right now because the Palestinians… will have elections, which is the beginning of the process toward the development of a state. It is not the sign that democracy has arrived. It is the beginning of a process."
"The Palestinian people," says Mr. Bush, "deserve a peaceful government that truly serves their interests, and the Israeli people need a true partner in peace."
The destination is clear, says President Bush. It is "two states, Israel and Palestine, living side-by-side in peace and security. And," says Mr. Bush, "that destination can be reached by only one path, the path of democracy and reform and the rule of law."
