Egypt, Israel, and the U.S. have signed a Qualified Industrial Zones agreement that will allow Egypt to export certain goods duty-free to the U.S. if they contain components made in Israel. "This is the most important economic agreement between Egypt and Israel in two decades," said U.S. Trade Representative Robert Zoellick. "It is a concrete, practical result of President [George W.] Bush's plan to promote closer U.S. trade ties with the Middle East so as to strengthen development, openness, and peaceful economic links between Israel and its neighbors."
The agreement provides for the establishment of what are called Qualified Industrial Zones in Egypt. Three zones have been designated -- in Cairo, Alexandria, and the Suez Canal area. Goods from these zones may be exported to the U.S. duty-free if they contain components from Israel.
Since 1999, the U.S. has designated thirteen similar Qualified Industrial Zones in Jordan, where goods are produced with Israeli components. Jordanian officials say that more than thirty-five-thousand jobs have been created in the zones. Moreover, in 2001, the U.S. Congress approved a free trade agreement between the U.S. and Jordan that has greatly benefited both countries.
It is hoped that the new Qualified Industrial Zones in Egypt will lead to similar benefits. The zones, said Mr. Zoellick, "will create a daily opportunity to build business and personal relationships among Egyptians, Israelis, and Americans. Our successful experience with Jordan suggests that establishing [Qualified Industrial Zones] in Egypt will significantly expand trade, promote investment, and create hope."
U.S. steps toward freer trade with Egypt, Jordan, and Israel are part of a plan proposed by President Bush in 2003. The U.S., he said, is committed to increasing trade and investment throughout the Middle East:
"Across the globe, free markets and trade have helped defeat poverty and taught men and women the habits of liberty. So I propose the establishment of a U.S.-Middle East free trade area within a decade to bring the Middle East into an expanding circle of opportunity."
"By replacing corruption and self-dealing with free markets and fair laws," said Mr. Bush, "the people of the Middle East will grow in prosperity and freedom."
