OSCE Welcomes Ukrainian Runoff Election, As Electoral Disputes Continue In Kiev - 2004-12-05


Europe's top security organization has pledged its support for Ukraine's court-ordered presidential run-off election.

The Organization for Security and Cooperation in Europe says the Supreme Court ruling backs its findings that there were serious problems with the election.

Opposition presidential candidate Viktor Yushchenko has urged the international community to monitor voting and make sure the December 26th election is fair.

Thousands of Mr. Yushchenko's supporters have continued their vigil in the capital Kiev, where Ukraine's parliament remains deadlocked on proposals to amend the country's election laws.

Opposition lawmakers support legal changes aimed at preventing voter fraud. Pro-government politicians are pushing for constitutional changes that would reduce the powers of the president.

Parliament was unable to break the stalemate before adjourning Saturday for 10 days.

The Supreme Court has nullified results of the November 21st run-off, which the election commission declared was won by Prime Minister Viktor Yanukovych.

Pro-government lawmakers and outgoing President Leonid Kuchma are pushing for constitutional changes that would reduce the powers of the president.

Disagreements over the matter left parliament in a stalemate Saturday as it adjourned for 10 days.

Mr. Yushchenko said last week he would agree to some political changes, but on Saturday altered his stance, saying any reforms should come after the upcoming run-off.
