UN, 수단의 인권침해를 비난하는 결의안 거부 - 2004-12-02


유엔 총회의 전 회원국들이 망라된 한 위원회는 수단의 인권침해를 비난하는 결의안의 심의를 허용하지 않기로 했습니다. 유엔의 사회문화인도위원회는 미국과 유럽연합이 후원하는 유엔 총회 결의안에 아무런 조치를 취하지 않기로 결정했습니다.

이 결의안은 특히 지난 1년 반 동안 수단 정부의 지원을 받는 아랍 민병대들이 잔학행위를 저질러온 수단의 서부 다르푸르 지역의 상황에 초점이 맞추어져 있습니다. 아프리카계 수단인들의 마을에 대한 공격 등을 포함한 잔학행위들로 지금까지 수만명이 사망하고, 150여만명의 주민들이 그들의 고향에서 쫓겨났습니다. [잔자위드] 민병대들에 의한 조직적인 성폭행 보도도 나오고 있습니다.

유엔 총회가 다르푸르 지역의 잔학행위를 규턴하지 않은 것은 수단 정부와 잔자위드 민병대들에게 민간인들에 대한 공격을 중단하고, 난민들에 대한 지원을 촉진할 것을 촉구하는 내용의 3개 결의안을 통과시킨 바 있는 유엔 안전보장이사회의 조치와 일치되지 않은 것입니다.

미국의 제럴드 스코트 유엔 총회 대표는 올해에 수단의 인권 침해에 대한 결의안 통과가 세차례나 무산됐다고 말했습니다. 지난 4월, 유엔 인권위원회가 채택한 결의안은 수단 정부의 지원을 받는 아랍 민병대들의 대량 살상에 대해 언급도 하지 않았습니다. 그리고 5월에 유엔경제사회이사회는 수단을 유엔 인권위원회 회원국으로 선출함으로써 모욕을 더해 주었습니다. 스코트 대표는 수단의 잔학행위를 규탄하지 않는 것은 변명의 구실이 없는 일이라고 말합니다.

스코트 대표는 “유엔 회원국들이 증거가 명백한 잔학행위들을 규탄하는 통일전선을 구축하는데 세번이나 실패함으로써 유엔의 인권 관련 심의기구가 완전히 고장났음을 보여주고 있으며, 다르푸르 문제에서 드러난 바와 같이, 한 문제에 대해 한 목소리를 낼 수 없다면 도대체 이 기구들이 무엇을 할 수 있단 말이냐”고 반문합니다.

미국의 존 댄포스 유엔 대사는 유엔 총회가 수단의 잔혹행위에 대해 강력한 조치를 취하는 것을 거부한 것은 당혹스런 일이라고 말했습니다.

존 댄포스 대사는 “나는 유엔 총회가 인종대학살이 있었는지의 여부를 조사하도록 유엔 사무총장이 위임한 사항에 어째서 강력한 조치를 취하지 않는지 이해할 수 가 없다”고 말합니다. 댄포스 대사는 이런 조치를 취할 수 없다는 사실에서 볼 때, 우리는 유엔 총회의 유용성에 의문을 갖지 않을 수 없다고 밝히고, 모든 유엔 기구는 다르푸르의 잔학행위를 중단시키는 문제가 중요성하다는 것을 인식할 필요가 있다고 말합니다.

A committee that includes all members of the United Nations General Assembly did not permit consideration of a resolution to condemn human rights abuses in Sudan. The Committee on Social, Cultural, and Humanitarian Affairs voted to take no action on the UN General Assembly resolution, sponsored by the U.S. and the European Union. The resolution focused especially on the situation in Sudan's western region of Darfur, where government-supported Arab militias have committed major atrocities over the past year and a half.

The atrocities include attacks on African Sudanese villages that have caused tens of thousands of deaths and driven more than one and a half million people from their homes. There have also been reports of systematic rape by the militias, called the Janjaweed.

The failure of the UN General Assembly to condemn the atrocities in Darfur contradicts actions of the UN Security Council, which has passed three resolutions calling on the Sudanese government and the Janjaweed to stop attacking civilians and facilitate aid deliveries to them.

Gerald Scott is the U.S. delegate to the UN General Assembly committee. He pointed out that three times this year, U-N members have failed to respond to human rights abuses in Sudan. In April, the UN Human Rights Commission adopted a resolution on Darfur that didn't even mention the atrocities committed by the Sudanese-government-supported Arab militias.

And in May, the U-N Economic and Social Council added insult to injury by selecting Sudan to serve as a member of the U-N Human Rights Commission. Ambassador Scott says the refusal to condemn atrocities in Sudan is "indefensible":

"Three consecutive failures of member states of the United Nations to present a unified front against well-documented atrocities represent nothing less than the complete breakdown of the U-N's deliberative bodies related to human rights. If these bodies cannot speak with one voice on an issue as clear as Darfur, what can they do?"

John Danforth, U.S. Ambassador to the UN, says the UN General Assembly's refusal to take a strong position on what amounts to genocide in Sudan is mystifying

"I can't understand why the General Assembly would not take a very strong position supporting cooperation with the commission that the Secretary-General has set up to investigate whether or not there's genocide."

In the face of such failures, says Ambassador Danforth, "one wonders about the utility of the [U-N] General Assembly." Clearly, all parts of the United Nations need to recognize the importance of ending the atrocities in Darfur.
