미국은 수단을 비롯, 종교 탄압국들의  종교활동 자유를 위한 노력 계속할것  - 2004-10-12


수단 정부는 비회교도, 비 아랍 회교도, 집권 국민회의당과 연대를 이루지 않은 부족이나 파벌의 회교도가 아닌 사람들에게 종교활동에 관한 여러가지 제약을 계속 가하고 있습니다.

최근 미 국무부가 발표한 종교 자유 보고서에서, 수단은 신앙의 자유에 대해 대대적인 탄압을 가하거나 그렇게 하도록 용인하고 있는 8개 국 가운데 하나로 지목됐습니다.

미 국무부에서 국제 종교 자유 문제를 담당하고 있는 죤 핸포드 대사는 수단 정부가 계속해서 수단내 일부 지역의 비회교도들에게 샤리아 법을 적용하려고 시도하고 있다면서 비회교도들은 자신들의 신앙생활에 차별과 탄압에 직면하고 있다고 말했습니다.

현 수단 정부는 1989년 국가의 완전한 이슬람화를 목표로 내세우는 군사 쿠데타로 정권을 잡았습니다. 이슬람은 수단의 법과, 제도, 정치의 기반이 되는 국가적 종교가 되고 있습니다.

미 국무부 보고서에 따르면 수단 정부의 ‘지침과 기금장관’은 대부분의 비 회교도 기구에게 건축 허가를 내주지 않고 있습니다. 그같은 허가가 주어진 것은 1970년대가 마지막이었습니다.

수단의 많은 비회교도들은 2등 국민으로 취급되고 있으며 공무원 취업과 정부와의 계약등에서 차별을 당하고 있습니다. 미 국무부 보고서는 거의 대부분 아랍계 자선 단체에만 특혜가 주어지는 사회 사업의 지원을 받기위해 또는 직장을 갖기 위해 일부에서는 개종 현상도 일고 있다고 밝혔습니다.

종교는 전 인류적인 가치입니다. 죠지 부쉬 미국 대통령은 종교의 자유는 인간의 1차적인 자유라고 말했습니다. 미국은 수단을 비롯 기타 여러 지역의 종교 자유를 계속 추구할 것입니다.

The Sudanese government continues to place many restrictions on religious practice by non-Muslims, non-Arab Muslims, and Muslims from tribes or sects not affiliated with the ruling National Congress party.

In the latest U.S. State Department report on religious freedom, Sudan is one of eight countries cited for engaging in or tolerating gross infringements of religious liberty. John Hanford is U.S. Ambassador at Large for International Religious Freedom.

"In Sudan, the government continues to attempt to impose Sharia law on non-Muslims in some parts of the country, and non-Muslims face discrimination and restrictions on the practice of their faith."

The current government in Sudan came to power through a military coup in 1989 with a goal of total Islamization of the country. Islam is treated as a state religion that serves as the basis for Sudanese laws, institutions, and policies.

According to the International Religious Freedom report, the Sudanese government's Guidance and Endowment Minister "has denied building permits to most non-Muslim religious groups. The last such permit was issued in the nineteen seventies.

" Many non-Muslims in Sudan say they are treated as second-class citizens and discriminated against in government jobs and contracts. According to the State Department, "There were also reports that some conversions took place in order to secure jobs and access to social support services, which were largely available only through Arab charities."

Religious freedom is a universal value. President George W. Bush says that religious liberty is the first freedom of the human soul. The U.S. will speak out for that freedom in Sudan and the rest of the world.
