'고통받는 수단 다르푸르 난민들에게 국제사회의  적극적 지원 계속돼야' - 2004-09-15


수단 서부 다르푸르 지역에서 인종 대학살이 일어났고, 또 지금도 계속되고 있습니다. 콜린 파원 미 국무장관은 수단 정부와 이들이 무장시키고 지원하고 있는 잔자위드 민병대가 이 학살의 장본인들이라고 말했습니다. 수단 정부의 지원을 받는 민병대들의 공격으로 지금까지 수천명의 수단인들이 살해되고, 또 다른 수만명을 죽음으로 몰아넣었습니다. 백만명 이상의 주민들이 그들의 고향에서 쫓겨났습니다.

파월 장관은 다르푸르지역의 폭력을 피해 차드로 넘어온 천여명의 난민들과의 인터뷰를 포함한 미국 조사단의 조사결과가 발표된 후, 대학살 사실을 밝혀냈다고 발표했습니다. 난민들과의 면담 결과 잔자위드 민병대와 수단 정부가 비아랍 주민들에게 살인과 성폭행, 촌락 방화 같은 지속적이고 광범위한 유형의 잔학행위를 자행한 것으로 드러났습니다. 면담에 응한 사람들중 약 4분의 3이 수단군이 공격에 개입했다고 말했습니다.

수단 정부와 수단군은 또한 다르푸르 난민들에게 식량과 식수, 의약품, 구호품들이 전달되지 못하도록 봉쇄함으로써 이들을 고통과 죽음으로 몰아갔습니다. 나중에 주로 국제적인 압력으로 구호요원들에 대한 활동 제한은 많이 개선됐습니다. 그러나 아직도 위험한 이 지역의 안보상황과 다른 문제들은 구호를 필요로 하는 사람들에 대한 접근을 어렵게 만들고 있습니다.

미국은 유엔이 수단에서 알려진 잔학행위에 대한 전면적인 진상조사를 실시할 것을 요구하고 있습니다. 미국은 이 지역에서 안보가 회복되지 않을 경우, 수단의 석유수출산업에 대한 제재를 가할 것이라는 위협을 포함한 결의안을 유엔 안전보장이사회에 제출했습니다.

한편, 미국은 다르푸르의 고통받는 난민들에게 구호품을 계속 제공하고 있습니다. 미국은 다르푸르의 난민들과 이웃나라 차드로 탈출한 난민들에게 이미 2억 달러 상당의 원조를 제공한 바 있습니다. 파월 국무장관은 이제 다른 나라들이 그들의 지원을 늘릴 때라고 말했습니다.

“이 난민들은 절망적인 상황에서 구호의 손길을 기다리고 있으며, 우리는 그들을 도와야 합니다. 이것을 내전이라고 부르던, 인종청소라고 부르던, 인종 대학살이라고 부르던, 위의 어느 것에도 해당되지 않던 간에 현실은 마찬가지입니다.”

Genocide has occurred and may still be occurring in Sudan's western region of Darfur. Those who bear responsibility, says U.S. Secretary of State Colin Powell, are the Sudanese government and the Janjaweed Arab militias that it has armed and supported. Attacks by the government-supported militias have killed thousands of civilians and contributed to the deaths of tens of thousands of others. More than one-million people have fled their homes.

Mr. Powell announced the finding of genocide after a U.S. investigation that included interviews with more than one-thousand refugees in Chad who fled the Darfur violence. The interviews revealed "a consistent and widespread pattern of atrocities," including killings, rapes, and burning of villages, committed by Janjaweed and Sudanese government forces against non-Arab villagers. About three-fourths of those interviewed said that Sudanese military forces were involved in the attacks.

The Sudanese government and its military forces also blocked food, water, medicine, and other humanitarian aid from reaching the people of Darfur, leading to further suffering and death. Access for humanitarian workers has lately improved, largely as a result of international pressure. But the precarious security situation and other problems make it difficult to reach many of those in need.

The U.S. is calling on the United Nations to conduct a full investigation into the reported atrocities in Sudan. The U.S. has introduced a resolution at the U-N Security Council that includes the threat of sanctions on Sudan's oil-exporting industry if security is not restored.

Meanwhile, the U.S. continues to rush aid to the suffering people of Darfur. The U.S. has already provided more than two-hundred million dollars' worth of aid to displaced people in Darfur as well as to those who have fled to neighboring Chad.

Secretary of State Powell says it is time for other countries "to increase their assistance":

"These people are in desperate need and we must help them. Call it civil war, call it ethnic-cleansing, call it genocide, call it none-of-the-above. The reality is the same."

People in Darfur, says Mr. Powell, "desperately need the help of the international community."
