'전 세계의 에이즈 종식을 위한 미국의 긴급 구호계획' - 2004-07-05


조지 부쉬 미국 대통령의 HIV/AIDS 긴급 구호 계획 하에 특별 지원을 제공받는 나라 명단에 최근 베트남이 추가 됐습니다. 베트남에서는 에이즈를 유발하는 바이러스, HIV 감염자 수가 2002년의 13만 명에서 2010년에는 백만명으로 늘어날 전망입니다.

이같은 추세는 치명적인 HIV 감염이 베트남 전체 인구로 현재 확산되고 있음을 시사하는 것입니다. 부쉬 대통령은 베트남이 협조적이며 도움을 원하고 있다고 말했습니다.

베트남은 에이즈 확산을 막기 위한 투쟁에서 문제를 안고 있다는 점을 알고 있다고 부쉬 대통령은 말했습니다.

부쉬 대통령의 긴급 에이즈 구호 계획은 이미 전 세계 백여 개국을 돕고 있습니다. 이 계획은 전 세계 HIV 감염자 수의 절반 정도를 차지하는 15개국에 대해 특별한 노력을 기울이고 있으며 이들 나라에 이제 베트남이 포함된 것입니다. 에이즈로 극심한 피해를 입고 있는 나라들에서 이계획으로 제공되는 기금은 HIV에 감염된 2백만명의 환자들에게 에이즈 치료제를 제공하고 새로운 감염을 예방하며 에이즈에 걸린 천 만명의 성인과 고아들을 보호하기 위해 사용되고 있습니다. 이같은 목표를 달성하기 위해 미국은 또한 현재 심각하게 부족 현상을 겪고 있는 의료 요원들을 훈련하고 의료 시설도 건설하고 있습니다.

전 세계에서 에이즈로 지금까지 적어도 2백만명이 목숨을 잃었습니다. 또한 4백만명이 에이즈를 유발하는 바이러스 HIV에 감염돼 있습니다. 에이즈로 인해 전 세계에서 천 4백만명의 고아들이 발생했습니다. 부쉬 대통령은 에이즈 예방에 촛점을 맞추는 일이 중요하다고 역설했습니다.

부쉬 대통령은 우간다와 같은 나라들에서 에이즈 확산을 막기 위한 훌륭한 프로그램이 시행되는 것처럼 다른 나라들의 경험을 통해 배울수 있다고 말했습니다. 우간다는 치명적인 에이즈를 예방하기 위해 이른바 ABC 접근 방식을 사용했다면서 여기서 ABC란 절제 생활과 신뢰할 수 있는 결혼 생활, 그리고 적절한 콘돔 사용을 뜻하는 것이라고 부쉬 대통령은 말했습니다.

우간다는 지난 10년 사이 에이즈 감염율을 5%나 줄였습니다. 부쉬 대통령이 말했듯이 HIV와 에이즈는 퇴치될 수 있는 질병입니다. 미국은 에이즈 감염을 종식시키기 위해 전 세계에서 주도적인 역할을 계속할 결의로 있습니다.

Vietnam has been added to the list of countries receiving special attention under President George W. Bush's emergency plan for HIV/AIDS relief. Vietnam is expected to have an increase in H-I-V infections from one-hundred-thirty-thousand in 2002 to one million by 2010.

Trends indicate that the deadly infection is now spreading to the general population in Vietnam. President Bush says Vietnam is cooperative and wants help.

"They recognize they have a problem which, by the way, is an important part of battling the pandemic."

President Bush's emergency plan is already helping over one-hundred countries around the world. The plan has made a special commitment to fifteen countries that account for approximately half the world's H-I-V infections - now including Vietnam. In these severely affected countries, the funding is being used to supply virus-fighting drugs to two-million HIV infected people, prevent new infections, and provide care for ten-million adults and orphans affected by the disease. To meet these goals, the U.S. is also training health-care personnel and building health-care systems, which are in desperately short supply.

AIDS has killed at least twenty-million people. More than forty-million are infected with the HIV virus that causes AIDS. The disease has left fourteen-million orphans worldwide. President Bush says it's important "to focus on prevention"

"We can learn from the experiences of other countries when it comes to a good program to prevent the spread of AIDS, like the nation of Uganda. They've started what they call the ABC approach to prevention of this deadly disease. That stands for: Abstain, Be faithful in marriage and, when appropriate, use Condoms."

Uganda has cut its AIDS infection rate to five percent over a ten-year period. As President Bush says, "HIV/AIDS can be beaten. America is committed to continue leading the world in ending the plague."
