'이라크 수감자 학대는 미군 전체의 행동 아니다' - 부쉬 대통령 - 2004-05-11


바그다드 외곽에 위치한 아부 그라이브 교도소에서 미국 병사들이 나체의 이라크 구금자들을 조롱하고 학대하는 모습을 보여주는 사진들은 혐오감을 불러일으키며 이것은 미국을 대변하지 않느다고 부쉬대통령은 아랍어방송 알 아라비야와 알후라 텔레비젼 방송을 통해 중동지역 주민들에게 말했습니다.

“내가 아는 미국은 자유를 신봉하는 인정에 넘친 국가입니다. 내가 아는 미국은 모든 개개인을 존중하는 국가입니다. 민주주의체제에서는 모든것이 완전할 수 없으며 과오가 빚어진다는 것을 이라크국민이 아는 것 또한 중요합니다. 그러나 민주주의체제에서는 그같은 실수들이 반드시 조사될 것이며 사람들은 법의 심판을 받게 될것입니다.”

그 제도는 투명하게 시행될 것이며 또한 공개되고 사람들은 반드시 그 결과를 보게될것이라고 부쉬 대통령은 말합니다.

“ 그 조사과정은 사담 후세인 치하의 실상과는 전적으로 대조되는 것입니다. 후세인치하에서는 숙련된 고문 전문가들이 법의 심판을 받은 일이 없었습니다. 사람들에 대한 부당한 처우에 관해 조사가 이루어진 일도 없었습니다.”.

아부 그라이브 교도소의 학대행위들은 미군 병사에 의해 미군 당국에 보고됐습니다. 그 최초의 비난은 여러가지 개별적인 조사들로 이어졌습니다. 부쉬 대통령이 말했듯이, 미국에서는 어떤 현안이 중대한 관심사로 대두될 경우 반드시 행동이 뒤따릅니다.

"반드시 정의는 구현될 것입니다. 미국은 다른 사람들로 부터 기대하는 것을 우리 자신에게도 그대로 적용할 것입니다. 인권 유린문제가 있으니 그 문제를 해결하도록 다른이들에게 요청할때, 우리는 스스로에게도 그와 똑같이 요청하고, 반드시 그 문제를 해결할 것입니다.”

부시 대통령은 학대사건과 관련된 소수의 행동이 이라크 국민의 삶을 개선하기 위해 날마다 헌신하고 있는 대부분 미군 병사들의 행동을 반영하지는 않는다고 말합니다.

The photos showing U.S. soldiers jeering and abusing naked Iraqi detainees at Abu Ghraib prison outside Baghdad "are abhorrent and they don't represent America." That is the message President George W. Bush conveyed to the people of the Middle East when he appeared on Al Arabiya and Alhurra television:

"The America I know is a compassionate country that believes in freedom. The America I know cares about every individual.... It's also important for the people of Iraq to know that in a democracy, everything is not perfect, that mistakes are made. But in a democracy, as well, those mistakes will be investigated and people will be brought to justice."

"The system will be transparent," says President Bush. "It will be open and people will see results":

"That stands in stark contrast to life under Saddam Hussein. His trained torturers were never brought to justice under his regime. There were no investigations about mistreatment of people."

The abuses at Abu Ghraib prison were reported to U.S. military officials by a U.S. soldier. That initial allegation has resulted in several separate investigations. As President Bush puts it, in the U.S. "when an issue is brought to our attention on this magnitude, we act":

"Justice will be served. And we will do to ourselves what we expect of others. And when we say, 'You've got human rights abuses, take care of the problem,' we'll do the same thing. We're taking care of the problem."

President Bush says that the actions of a few people do not reflect the majority of the U.S. soldiers who are working daily to improve the lives of Iraqi citizens.
