말라위 정부는 치명적인 에이즈에 감염된 사람들을 보호하고 치료하기 위해 처음으로 전국적인 에이즈 퇴치계획에 착수했습니다.
말라위의 바킬리 물루지 대통령은 그의 동생도 에이즈로 3년 전에 사망했다는 사실을 공개하면서 이 같은 게획을 발표했습니다.
물루지 대통령은 이제는 HIV/에이즈에 대한 침묵을 깰 때가 되었다고 밝히면서 “에이즈를 왜 숨기느냐? 이 살인적인 질병과의 싸움은 우리가 침묵과 낙인과 차별의 장벽을 깨뜨릴 때에만 성공할 수 있다”고 역설했습니다.
말라위의 1.100만 인구중 최소한 백만명이 에이즈를 유발하는 HIV 바이러스에 감염된 것으로 알려지고 있습니다. 유엔은 에이즈가 말라위 국민의 평균수명을 약 36세로 감소시켰다고 보고했습니다.
말라위에서 에이즈가 이처럼 확산되고 있는 것은 정보 전달상의 문제와 미신 때문입니다. 말라위에서 많은 사람들은 에이즈가 조상들의 업보 때문에 받는 저주라고 잘못 믿고 있습니다.
히더 파블리치 여사는 말라위에서 일하고 있는 미국 평화봉사단의 자원 봉사자입니다. 파블리치 여사는 “에이즈란 말은 라디오나 신문을 통해 계속 보도되고 있지만, 말라위 전체 인구의 11%만이 라디오를 갖고 있을 뿐이며, 국민의 대다수는 읽을 줄도 모르고 글을 쓸 줄도 몰라 그들은 에이즈란 말을 들어도 그게 무슨 말인지 모르고 있다”고 말합니다.
에이즈로 고통을 받고 있는 나라는 비단 말라위 뿐만이 아닙니다. 오늘날 아프리카의 2천 5백 여만 명을 포함해 전세계적으로 HIV나 에이즈에 감염된 사람들이 4천 여만 명에 이르고 있습니다.
HIV 바이러스는 수혈이나 대부분의 경우 콘돔을 사용하지 않고 성접촉을 하는 과정에서 감염되고 있습니다. 그러나 HIV 바이러스는 또한 오염된 주사바늘을 통해 마약 복용자들에 의해 확산되기도 하고, 임산부가 태아에게 감염시키기도 합니다.
조지 부쉬 대통령은, 미국은 “이같은 중대한 공공보건 위기에 맞서야 할 의무를 갖고 있다”고 말합니다.
“지난 2001년 1월 이후, 미국은 해외에서 에이즈 퇴치자금을 100% 증가시켜 왔습니다.”
미국은 오는 2008년까지 전세계 에이즈 퇴치기금으로 모두 백 50억 달러를 투입할 계획입니다. 미국은 이미 [세계 에이즈 결핵 말라리아 퇴치기금]으로 거의 20억 달러의 지원을 약속했습니다.
말라위의 새로운 에이즈 퇴치계획은 올바른 방향으로 나아가는 첫 단계입니다.

The government of Malawi has launched its first countrywide AIDS program to provide care and treatment for those who suffer from the fatal disease. When Bakili Muluzi, Malawi’s president, announced the initiative, he revealed that his own brother died from AIDS three years ago. It is time to “break the silence about H-I-V/AIDS,” said President Muluzi. “Why hide? The fight against the killer disease could only succeed if we break [the] barriers of silence, stigma, and discrimination.”
At least one million of Malawi’s population of eleven million are believed to have the H-I-V virus that causes AIDS. The United Nations reports that AIDS has reduced life expectancy in Malawi to about thirty-six years.
Contributing to the spread of the disease is misinformation and superstition. Many in Malawi wrongly believe that AIDS is a curse put on them by their ancestors for past wrongdoing. Heather Pavlich served as a U.S. Peace Corps volunteer in Malawi. She says that, “Word of H-I-V/AIDS is spread through radio messages and newspapers. But only eleven percent of the population have radios, and the majority of the people can’t read or write. They’ve heard of AIDS,” says Ms. Pavlich, “but not in detail.”
Malawi is not the only country that is suffering. Today, more than forty-million people are infected with H-I-V or AIDS, including more than twenty-five million in Africa. The virus is blood-borne and in most cases transmitted through unprotected sex. But it is also spread by drug abusers through the use of contaminated needles, and can be passed by pregnant women to their fetuses.
President George W. Bush says the U.S. “has the duty to confront this grave public health crisis”:
“Since January 2001, America has increased total spending to fight AIDS overseas one-hundred percent.”
The U.S. will spend fifteen-billion dollars, worldwide, through 2008. The U.S. has already pledged nearly two-billion dollars to the Global Fund to Fight AIDS, Tuberculosis, and Malaria.
Malawi’s new AIDS information program is a step in the right direction.
