이라크 국가치안 안정세 도래 - 2004-02-09


이라크 국민들은 수 년간에 걸친 사담 후세인 정권의 폭정에서 회복되고 있습니다. 그러나 안보는 여전히 중요한 문제입니다. 조지 부쉬 미국 대통령이 말했듯이 이라크 국민들은 이러한 대부분의 살인 행위에 정면으로 맞서고 있습니다.

“이라크인들은 이라크내 안전 확보가 그들의 의무임을 이해하고 있습니다. 따라서 우리는 기꺼이 이라크내 안보를 돕기를 원하는 사람들과 경찰의 수를 증대시켜 왔습니다. 더욱 많은 이라크인들이 이제 앞으로 나서고 있습니다. 이라크인들은 때로는 외국인 테러분자들에 의해 그리고 때로는 전 바트당 관리들에 의한 것임이 분명한 살인 행위들이 자유의 행진을 멈추게 하지 못하리라는 사실을 깨닫고 있습니다.”

바그다드로부터 북서쪽 사막에 있는 주민 7천명의 하디드시의 경우가 그렇습니다. 지난11월, 무장분자들이 하디드시 경찰서를 공격했습니다. 무장분자들은 수감자들을 풀어주었고 경찰관들을 굴복시켜 무기들을 탈취했습니다. 그러나 현재 하디드시에는 새로운 경찰서장이 취임해 있으며 주민들은 보다 안전함을 느끼고 있습니다.

사히드 압둘라지즈 회교 사원의 성직자인 누리 하산씨는 보스턴 글로브 신문에게 지역 당국들이 다시 들어서면서 주민들은 상황이 비록 더디긴 하지만 점진적으로 개선되고 있음을 느꼈다고 말했습니다. 하와쉬 칼라프 무테브씨는 하디드시의 시장입니다.

하와쉬 시장의 지도력 하에서 시민들은 붕괴된 시 기관 재건을 도왔습니다. 약탈당한 학교들이 보수됐습니다. 교사들은 교실 복구 작업을 도왔으며 심지어 공사 계획을 위해 돈을 기부했습니다. 부쉬 대통령이 말했듯이 “이라크에서 자유가 생겨나고 있습니다.”

“ 이러한 과정이 왜 중요한지 이해해야 합니다. 중동의 심장부에서의 자유, 그리고 분노와 테러를 양산해 왔던 지역에서의 자유와 민주주의는 미국의 국익에 부합하는 것입니다. 자유로운 이라크는 세계를 변화시키는데 도움이 될것입니다. 자유로운 이라크는 변화를 필요로 하는 주변 국가들을 변화시키는데 도움을 주게 될것입니다.”

계속되는 위험과 문제점들에도 불구하고 이라크에 변화가 도래하고 있습니다. 그리고 하다드시에서도 이러한 변화들이 이루어 졌습니다. 하와쉬 시장이 말하듯이 하디드시는 다른 모든 이라크 도시들을 위한 모델입니다.

The people of Iraq are recovering from years of misrule by the regime of Saddam Hussein. But security is still a critical issue. And, "The Iraqi people," says President George W. Bush, "are taking the brunt of most of these killings":

"They also understand it's their responsibility to secure the country, so we've increased in large numbers the number of police and people who are willing to help secure the country. More Iraqis are now coming forward. They realize the killings that are taking place -- sometimes maybe by foreign terrorists, obviously sometimes by former Baathist officials -- will not stop the march to freedom."

Take the case of Haditha [Ha-dee-the], a city of seventy-thousand people, located northwest of Baghdad, in the Iraqi desert.

In November, according to news accounts, gunmen charged into the local police station. They released prisoners and overcame police officers and stole their weapons. Today, there is a new police chief and residents feel safer.

Noori Hassan, the imam of the Shahid Abdulaziz mosque, told the Boston Globe newspaper, "When the [local] authorities reasserted themselves, we felt a gradual, if slow, improvement."

A key figure in Haditha is Hawash Khalaf Muteb, the mayor. Under his leadership, citizens have helped to rebuild collapsed institutions. The schools, which had been looted, have been repaired. Teachers helped to restore the classrooms and even donated money for construction projects.

As President Bush says, "Freedom is happening in Iraq": "And you've got to understand why it's important. Freedom in the heart of the Middle East, freedom and democracy in the place that has bred resentment and terror, is in our national interest. A free Iraq will help change the world. A free Iraq will help change a neighborhood that needs to change."

Despite continuing dangers and problems, change has come to Iraq and it's come to Haditha. As Mayor Hawash likes to say, his city is "a model for all other cities."
