중동과 다른 여러 지역의 많은 회교 국가들에서 여성은 적절한 교육을 비롯해 기본적인 인권을 거부당해 왔습니다. 조지 부쉬 미국 대통령이 말했듯이 일부의 아프가니스탄 같은 일부 국가들에서 여성들은 신 중심적인 테러 이념에 시달리고 있습니다.
“탈레반 같은 통치 파벌들은 공공장소에서 여성을 매질하거나 견해가 다른 사람들을 무자비하게 억압하며 또한 무고한 사람들을 살해하도록 훈련된 무장 테러분자들을 지원하는 것을 통해 그들 나름대로의 종교적인 경건함을 보여주고 있습니다.”
아프가니스탄에서 탈레반 정권은 이제 몰락했으며 여성은 아프간 사회에서 중요한 일익을 맡을 기회를 부여받고 있습니다. 여성들은 교육과 의료 분야에서 일하고 있으며 국어 수업과 다른 훈련 프로그램들을 수강하기 위해 모여들고 있습니다. 오는12월, 5백명의 대표자들은 카불에서 새로운 아프가니스탄 헌법을 승인하기 위해 국회에 해당하는 로야 지르가 회의를 소집할 예정입니다. 이 대표자들의 20퍼센트는 여성일 것으로 예상됩니다.
상정된 헌법 초안은 여성과 남성 모든 시민들의 권리를 보호하도록 촉구하고 있습니다. 이 초안은 국회 상하원 모두에서 여성 의원의 의석을 보장하고 있으며 또한 여성이 투표에 참여하고 의원직에 출마할 권리도 보장하고 있습니다.
성공적인 사회는 여성의 권리를 인정하는 사회입니다. 아프가니스탄은 이제 여성의 지위를 신장해 나가는 궤도에 올라섰습니다. 부쉬 대통령은 모로코 같은 일부 나라들도 변화의 필요성을 자각하기 시작하고 긍정적인 조치를 취하고 있다고 말했습니다.
“모로코는 이제 남성과 여성 국회의원들로 구성된 새로운 국회를 갖고 있습니다. 모하메드 왕은 국회에 여성의 권리를 신장시키도록 촉구해 왔습니다. 모하메드 왕은 국회에서 모로코의 절반을 대변하는 여성들이 자신들의 권리가 침해되고 불공정과 폭력, 소외를 겪는 사례들을 지켜보면서 어떻게 사회 진보가 성취될수 있을 것인지 의문을 제기하면서 그의 개혁 방안을 설명했습니다.”
부쉬 대통령이 말했듯이 회교 국가들의 미래는 여성의 완전한 참여가 있을때 남성과 여성 모두를 위해 더욱 진보될 것입니다.

In many Muslim countries in the Middle East, and elsewhere, women are denied basic human rights, including a decent education. In some cases, as in Afghanistan, says President George W. Bush, women suffered through "an ideology of theocratic terror":
"Ruling cabals like the Taleban show their version of religious piety in public whippings of women, ruthless suppression of any difference or dissent, and support for terrorists who arm and train to murder the innocent."
In Afghanistan, the Taleban regime has now been overthrown and women have the opportunity to become an important part of Afghan society. They are working in professions such as teaching and medicine, and flocking to literacy classes and other training programs.
In December in Kabul, five-hundred delegates will convene a Constitutional Loya Jirga, a national assembly, to approve a new Afghan constitution. Nearly twenty percent of the delegates are expected to be women. The proposed draft calls for protecting the rights of all citizens -- both men and women. The draft guarantees seats for women in both houses of the bicameral parliament, and guarantees their right to vote and to run for office.
Successful societies are ones that recognize the rights of women. Afghanistan is now well on the road toward improving the status of women. In addition, some countries, like Morocco, says President Bush, are beginning to see the need for change and are taking positive steps:
"Morocco has a diverse new parliament. King Mohammed has urged it to extend the rights to women. Here is how His Majesty explained his reforms to parliament: "How can society achieve progress while women, who represent half the nation, see their rights violated and suffer as a result of injustice, violence, and marginalization?' "
As President Bush puts it, "The future of Muslim nations will be better for all with the full participation of women."
