조지 부쉬 대통령이 이라크인들의 해방에 뒤이어 말했듯이 , 민주주의로의 노정에 나선 모든 국가들 처럼, 이라크 국민은 어려움과 도전에 직면해 있습니다.그러나 이라크인들의 미래는 존엄성과 자유가 보장되는 삶을 기약받고 있습니다. 그리고 그러한 미래는 이라크인들이 잘알고 있는 비열하고, 사악한 전제통치와는 전혀 다른 세상입니다. 이라크전역에서 자유에 의해 삶이 향상되고 있다고 부쉬 대통령은 말했습니다.
사실, 이라크전후 많은 성공담이 있습니다. 학교들은 다시 건축되고 있습니다. 이라크의 대학교들은 다시 문을 열었습니다. 상수도 공급 체계는 복구되고 있습니다. 전력과 통신망들도 보수되고 있습니다. 시와 마을 위원회들이 활동하고 있으며, 은행업무가 재개되어 대출이 이루어지고 있습니다.
새로운 경찰 병력은, 훈련을 마치고, 배치되고 있습니다. 이라크 통치위원회는 이라크 정부 각부처를 이끌 25명의 각료를 임명했습니다. 새로 임명된 아이함 새머라에이 전력 장관이 강조했듯이,이라크인들은 이제 공포감 없이 스스로의 견해를 표출할 수 있게 됐습니다.

해방과 함께 찾아오는 어려움들에도 불구하고, 이라크 국민들은 새로 찾은 자유를 만끽하고 있다고 사메라에이 장관은 말합니다.
“ 우리는,모든 이라크인 개개인이 이제 자신이 원하면 어디든 갈수 있고, 원하면 무엇이든 살수 있게 되었음을 알고 있습니다. 이것은 전에는 없던 자유입니다. 우리는 이 자유를 5개월전에 회복했습니다.
만일 이라크 국민과 미국인들이 앞으로 일년반동안 우리를 돕는다면 이라크는 새롭게 변화될것입니다. 그리고 새롭게 달라질 이라크는 미국과 자유세계는 물론 우리 주변의 모든 지역을 돕게 될것입니다. 왜냐하면 우리는 민주주의를 건설할 것이고, 이라크는 중동의 모든 지역과 우리를 둘러싼 모든 주변국가들에게 하나의 좋은 본보기가 될 것이기 때문입니다.”
이라크의 최고 민간 행정관, 폴 브레머 씨가 지적했듯이,자유는 실로 중요합니다. 미국의 몬타나나 영국의 콘월, 인도네시아에서 중요한 것 만큼이나 이라크에서도 자유가 중요합니다. 이런 사실을 기억하고,총격과 어둠의 세계를 넘어, 미래를 바라보면서, 사담후세인의 전제정권를 물리친 연합군의 승리로 인해 오늘날 이라크인들이 얼마나 광범위한 권리를 향유하게 되었는지를 스스로에게 일깨우는 것이 매우 중요합니다.

As President George W. Bush said, in the wake of their liberation, "the Iraqi people are meeting hardships and challenges, like every nation that has set out on the path of democracy. Yet their future promises lives of dignity and freedom, and that is a world away from the squalid, vicious tyranny they have known. Across Iraq," said Mr. Bush, "life is being improved by liberty."
Indeed, there are many success stories in postwar Iraq. Schools are being rebuilt. Iraq's universities are open. Water distribution systems are being restored. Electrical and communication systems are being repaired. Municipal and village councils are operating. Banks are making loans. A new police force is being trained and deployed.
The Iraqi governing council has named a twenty-five-member cabinet to lead Iraq's ministries. And, as Iraq's newly appointed Electricity Minister Ayham Sameraei pointed out, Iraqis can now express themselves without fear:
"The last five months, Iraqis they have the freedom to talk. We have almost right now eighty-six newspaper[s], while before the war we have only three or four newspapers, all controlled by the government. All the eighty-six newspapers are not controlled by anyone right now except the individuals who own them."
Despite the hardships that come with liberation, said Minister Sameraei, the people of Iraq are enjoying their newfound freedom
"We know that every single Iraqi right now, [he] can go and buy anything he wants. This is the freedom which we missed before, and we got it over the last five months.
If the Iraqi people and the Americans help us for the next year-and-a-half, we will have [a] different Iraq, [an] Iraq [that] is going to help the United States and the free world and also all the area around us, because we are going to build a democracy and Iraq will become an example for all the Middle East areas and all the countries around us."
As Paul Bremer, the civil administrator in Iraq, said, "Freedom matters. It matters in Iraq as much as it does in Montana, Cornwall, or Indonesia. It's important to remember this and look beyond the shootouts and blackouts and remind ourselves of the range of rights Iraqis enjoy today because of the coalition's victory against Saddam Hussein's tyranny."
