동남아시아 국가연합, 아세안(ASEAN)이 창설 40년만에 처음으로 합법적인 지역 공동체로 거듭나는 헌장에 서명했습니다.
아세안 헌장은 15일 아세안의 본부가 있는 인도네시아의 수도 자카르타에서 발효됐습니다. 인도네시아의 수실로 밤방 유도요노 대통령은 10개 회원국을 보유한 아세안에 중대한 날이라며 헌장 승인을 치하했습니다.
아세안 헌장은 민주주와 법치주의 원칙, 인권 존중, 인권기구 설립 등을 담고 있습니다.
헌장은 이 밖에도 동남아시아를 오는 2015년까지 자유무역 지대로 전환하는 것을 목표로 하고 있으며, 핵무기를 비롯한 대량살상무기를 전면 금지하고 있습니다.

The Association of Southeast Asian Nations has signed a charter that makes the regional bloc a legal entity for the first time in its four decade history.
The charter was enacted today (Monday) at the group's headquarters in Jakarta. Indonesian President Susilo Bambang Yudhoyono praised the ratification of the document, calling it a momentous day for the 10-nation body.
The charter includes commitments to the principles of democracy, the rule of law and good governance. It calls for respect for human rights and mandates the establishment of a human rights body.
In addition to covering human rights and democracy, the charter also aims to turn Southeast Asia into a free trade zone by 2015. The document also bans nuclear weapons and all weapons of mass destruction from the region.
