이 합의 내용은 미군 주둔기한을3년으로 제한하는 내용 이외에 미군기지 밖에서 벌어지는 업무 수행 중이 아닌 미군의 범죄행위에 대해 이라크 당국의 기소권을 제한하는 내용 또한 담고 있습니다.
이 합의 초안은 유엔이 올해 말로 정한 이라크내 미군 주둔 의무시한이 종료된 후 유효할 예정입니다.

The U.S. ambassador to Iraq has
said a security pact that would allow U.S. troops to remain in Iraq for three
more years will fully restore Iraqi sovereignty.
Ryan Crocker defended the pact today (Monday)in Baghdad after Iraq's
ruling Shi'ite-led coalition, which has called for changes in the draft, again
raised concerns.
In addition to the three-year deadline for U.S. troops to leave the country,
the pact would give the Iraqi government limited authority to prosecute U.S.
soldiers who commit crimes off-duty outside U.S. bases.
The proposals are meant to take effect after a United Nations mandate for
foreign forces in the country expires at the end of this year.
The president of Iraq's semi-autonomous Kurdish region (Massud Barzani) has
urged fellow Iraqi leaders to support the agreement. He said failure to ratify
the pact would mean a continuation of the status quo.
