중국 정부가 농촌 빈곤 타파 계획의 일환으로 농지 사용권의 임대, 교환, 양도를 허용하겠다고 공식 선언했습니다. 중국 관영 신화통신은 이번 조치가 국가 소유인 중국 농지를 최대한 효율적으로 이용하기 위해 마련됐다고 보도했습니다.
많은 중국 농민들은 그동안 더 많은 임금을 받을 수 있는 직장을 찾아 농촌을 떠나 도시로 이주해 왔습니다. 이들 농민들은 중국 정부의 새 조치에 따라 앞으로 경작지를 서로 교환하거나 합작하는 방식을 통해 생산량을 늘릴 수 있게 됐습니다.
중국 정부는 농촌의 1인당 소득을 오는 2020년까지 두 배로 늘린다는 계획입니다.
새 계획은 또한 농지 보존 조항을 명시함으로써 관리들이 농지를 불법 차압해 개발업자들에게 넘기지 못하도록 하고 있습니다.

China has announced a new policy that will allow farmers to trade, lease
and transfer their land use rights, as part of a government effort to end rural
poverty.
Chinese state media announced Sundaythat the measure is aimed at making
the best use of China's farmland, which is state-owned. Many farmers have been
moving to cities where they can get jobs with better pay.
The new policy will allow them to rent out their land allotment, exchange land
allotments with others, or join together to increase production.
Chinese officials hope to double the average farmer's income by 2020.
The new measures include enforcement of land-conservation laws -- an effort to
keep officials from illegally seizing farmland to sell to property developers.
