반기문 유엔 사무총장은 국제 금융위기로 세계의 신뢰도가 추락한다해도, 빈곤과 질병 퇴치를 위한 유엔의 계속적인 노력을 지원하는 국제사회의 결의는 흔들리지 않는다고 말했습니다. 반 사무총장은 유엔 본부에서 현 국제적 금융위기와 관련해 국제사회의 빈곤과, 질병 퇴치 지원이 약화될지 모른다는 우려에 대해 이같이 말했습니다.
반기문 유엔 사무총장(사진)은 하루에 1달러 미만으로 연명하는 세계의 밑바닥 수 십억 인구를 도우려는 국제사회의 결의는 약화되지 않았다고 말했습니다.
유엔 회원국 정상들은 최근 유엔 총회에서 2015년까지 전세계 빈곤과 질병 감소를 위한 유엔의 목표 달성을 지원하기 위해 1백60억 달러의 원조를 약속한 바 있습니다.
반기문 사무총장은 미국 금융가에서 일어난 지진을 누구나 느끼고 있다면서 그러나 국제사회의 의지는 흔들리지 않고 있다고 말했습니다. 반 총장은 은행들이 파산할지 몰라도 세계의 수 십억 빈곤층은 국제사회에 의지할 수 있다고 강조했습니다.
반 총장은 국제사회의 너그러운 지원약속은 경제적 여건을 감안할때 대단히 고무적인 것이라고 말했습니다.
국제사회의 관대한 지원약속은 경제가 더 어려워질 것이라는 전망에도 불구하고 세계가 가장 빈곤한 사람들이 필요로 하는 것을 잊지 않고 있음을 뜻하는 것이라고 반 총장은 강조했습니다.
반 총장은 첫 번째 월간 기자회견을 통해 국제사회의 지원약속에 대한 신뢰를 표명하면서 유엔이 당면한 많은 과제들을 열거했습니다. 반 총장은 수단의 다르푸르 사태를 비롯해 아프가니스탄의 불확실한 정치적, 군사적 상황, 소말리아 해역의 해적행위와 소말리아 자체의 내란 불안정 그리고 기후변화의 영향 등을 지적했습니다. 반기문 사무총장은 많은 위기들 속에서도 세계는 다른이들의 곤경을 잊어서는 안된다며 세계 지도자들이 유엔 총회에서 다짐한 재정지원 약속을 지켜줄 것을 촉구했습니다.
반 총장은 오늘의 금융위기는 아무리 위중하더라도 극복될 것이라면서 국제적 금융 혼란에도 불구하고 유엔의 우선적인 주요 과업들은 위기에 흔들리지 않는다는 것을 분명히 강조해야 한다고 말했습니다.
반기문 사무총장은 유엔총회 토론이 진행되는 가운데 세계 지도자들과 1백회 이상의 양자회담을 가졌습니다. 반 총장은 세계 지도자들의 모든 의제들 가운데 금융위기가 가장 중요한 의제였다고 말했습니다. 반 총장은 그러나 자신은 세계 선진 공업국들의 지도자들이 현재의 위기를 극복하고 중기 및 장기적 해결책들을 강구할 것으로 기대한다고 말했습니다.*****
U.N. Secretary-General Ban Ki-moon says the global financial crisis may
have shaken world confidence, but not the international community's resolve to
help the United Nations continue working to fight poverty and disease. From
United Nation's headquarters in New York, VOA's Margaret Besheer has
more.
Mr. Ban said the international community's
determination to help what he calls the world's "bottom billion" - those who
live on less than $1 a day - has not weakened. During the annual meeting of the
U.N. General Assembly that wrapped up last week in New York, member states
pledged $16 billion to help the U.N. meet targets of cutting poverty and disease
worldwide by 2015.
"Everyone has felt the earthquake on Wall Street,"
said the U.N. chief. "But it has not shaken our resolve. Banks may be failing,
but the world's bottom billion can bank on us."
He said the generosity of
these commitments is very encouraging, given the economic climate. "It means the
world is not forgetting the needs of the world's poorest people, notwithstanding
the prospect of harder times," said Mr. Ban.
In the first of a new
monthly series of press conferences, Mr. Ban spoke about the many challenges
facing the United Nations - among them, the deteriorating situation in Darfur,
the precarious political and military situation in Afghanistan, piracy and
instability in Somalia and the effects of climate change.
The U.N. chief
said that amid these crises the world must not forget the plight of others and
he urged world leaders to honor the monetary pledges they have made. "Grave as
it may be, today's financial crisis will be overcome," he said. "We must
underline the need for "crisis-proofing" of the important priorities of the
United Nations from international financial turbulence."
Mr. Ban said
that he held more than 100 bi-lateral meetings with world leaders in the margins
of the U.N. General Assembly debate. He said the financial crisis was high on
all their agendas. The secretary-general said he hopes leaders of industrialized
nations will be able to contain the crisis and find medium and long term
measures to resolve it.
