UN ‘아시아,아프리카 등 재해 피해국 지원 가속화’


유엔 인도주의지원국 최고위 당국자는 최근 홍수와 폭풍우로 카리브해 연안 국가들과 남아시아, 서아프리카에 막대한 인도주의적 지원이 필요한 상황이 초래됐다고 밝혔습니다. 유엔 기관들은 피해가 극심했던 이들 지역에 대한 지원을 늘리고 있습니다. 이에 대한 자세한 소식입니다.

강력한 태풍, 허리케인이 자주 발생하는 철에 접어들면서 카리브해 지역에는 '구스파브'와 '한나', 그밖의 열대성 폭풍우 '페이' 등을 포함해 폭풍우가 잇달아 몰아닥치고 있습니다. 이로 인해 수많은 인명 피해는 물론 사회 기반시설이 손상되고, 이재민들이 발생했고 카리브해 연안 여러 섬 나라들은 엄청난 고통을 겪고 있습니다. 존 홈즈 유엔 인도주의 지원국장은 특히 아이티는 10개 지역가운데 9개가 엄청난 영향을 받은, 피해가 가장 극심한 나라라고 지적했습니다.

홈즈 국장은 지난 3주 사이 아이티에는 폭풍우 세 개가 잇달아 강타해 막대한 피해를 입었다며, 피해 정도가 정말 심각하다고 말했습니다. 홈즈 국장은 사망자 수가 엄청난 것이 분명하다며, 1백명에서 2백명 사이가 될것이지만 아직까지 정확한 사망자 수는 나와있지 않다고 말했습니다.

홈즈 국장은 최소한 60만명의 이재민이 인도주의적 지원을 필요로 할 것이지만 현재의 여건들은 피해 상황이나 이들 이재민들에 대한 접근을 어렵게 만들고 있다고 말했습니다. 홈즈 국장은 유엔아동기금, UNICEF와 세계식량계획, WFP, 그리고 또 다른 유엔 인도주의 기관들이 아이티 섬 내 폭풍우 피해자 수 천명을 위해 음식과 막사 지원 등을 돕고 있다고 말했습니다.

한편 남아시아에서도 엄청난 폭우와 심각한 물난리를 겪고 있습니다. 네팔에서는 지난 달 18일 폭우로 불어난 물이 코시강 제방을 무너뜨리며서 5만명 이상의 이재민이 발생했습니다. 유엔 기관들은 인도주의지원국 직원들을 현장으로 보내 음식과 천막등 구호품과 말라리아나 이질 등의 발병을 막기 위한 의약품을 지원했습니다.

유엔은 인도 국경 넘어에서도 심각한 수해로 1천7백개 마을에서 3백 여만명의 주민들이 피해를 입었다고 밝혔습니다. 이 수해로 최소한 66명이 숨졌고 30여만채의 가옥이 파괴됐습니다. 홈즈 국장은 인도 정부가 준비를 잘 해 긴급 사태를 처리하고 있지만 유엔이 지원을 제의했다고 밝혔습니다.

서아프리카 역시 엄청난 폭우와 홍수사태로 인한 피해를 겪고 있습니다. 인명 손실은 물론이고 수많은 가옥과 기반시설, 그밖의 농작물 수확 등에 피해를 입었습니다. 홈즈 국장은 세계 식량 위기 사태가 상황을 더욱 악화시키고 있다고 말했습니다.

홈즈 국장은 이들국가가 세계 식량 위기 사태로 절박한 상황에 처해 있다며, 아프리카내 대부분의 나라들은 고질적인 식량 위기 사태로 계속 어려움을 받아왔다고 설명했습니다.

홈즈 국장은 유엔이 피해 지역의 지원 부족분을 보충하기 위해 지원을 가속화하고 있다고 말했습니다.

The United Nations top humanitarian official says recent floods and storms have created grave humanitarian situations in the Caribbean, South Asia, and West Africa. Various U.N. agencies are stepping up assistance to these hard hit areas. From U.N. headquarters in New York, VOA correspondent Margaret Besheer has the story by intern Maha Saad.

With hurricane season underway, the Caribbean has been hit by a series of storms including Hurricanes Gustav and Hanna and Tropical Storm Fay. They have taken lives, damaged infrastructure, and displaced people. Several island nations have experienced their wrath, but U.N. humanitarian chief John Holmes says Haiti is the worst hit with nine of its 10 districts seriously affected.

"It has been hit badly by three storms in three weeks and the damage from that has been severe, indeed. It is clear that the death toll is significant. Maybe between 100 and 200, but again, there are no very accurate figures available so far."

Holmes says at least 600-thousand people will need humanitarian assistance, but the current conditions are making it difficult to assess the damage and reach those in need. He said UNICEF, the World Food Program and other U.N. humanitarian agencies are helping feed and shelter thousands of storm victims on the island.

Meanwhile, South Asia is experiencing heavy rains and severe flooding. In Nepal, the Koshi river broke its banks on August 18th, leaving more than 50-thousand people displaced. U.N. agencies have been deploying humanitarian staff across the area, with food, shelter materials and drugs to prevent malaria and diarrhea outbreaks.

Across the border in India, the U.N. says severe flooding affected some three million people in 17-hundred villages. At least 66 people died and more than 300-thousand homes were damaged. Holmes says the Indian government is well-equipped to handle the emergency, but the U.N. has offered its help.

West Africa has also been struck by heavy rains and floods, causing some deaths, damaging homes, infrastructure and crops. Holmes says the global food crisis is adding to the stress of the situation.

"They come on top of a difficult situation in many of these countries because of the global food crisis, which has been affecting them. Many of these countries are chronically food insecure to start with, so they start from a difficult position."

He said U.N. agencies are also stepping up their assistance to these hard hit areas to help meet shortfalls.
