프 ‘러시아, 18일 중 그루지아 철군 시작 다짐’ (E)


프랑스는 러시아군 병력이 18일 중에 그루지아에서 철수하기 시작할 것이라고 러시아의 드미트리 메드베데프 대통령이 다짐했다고 밝혔습니다.

프랑스의 니콜라스 사르코지 대통령실은 이같은 철수 다짐은 지난 16일 사르코지 대통령과 메드베데프 대통령간의 전화 통화 중에 나왔다고 전했습니다. 프랑스 대통령실은 사르코지 대통령이 메드베데프 대통령에게 러시아가 지난 16일에 체결된 휴전 협정을 이행하지 않을 경우 중대한 결과에 직면할 것임을 경고했다고 말했습니다.

한편 미국의 콘돌리자 라이스 국무장관은 17일 이번 휴전 협정은 양측의 군 병력이 지난 7일 양측간 전투가 발발하기 앞서 장악했던 진지로 철수시키도록 촉구하고 있다고 말했습니다.

라이스 장관은 또한 휴전 협정은 유럽의 감시단원들이 도착할 때까지 일부 지역들에 제한적인 러시아 평화유지군 병력만이 임시 주둔하도록 허용하고 있다고 덧붙였습니다.

미국은 그루지아내에서 러시아의 군사 행동으로 과연 러시아와 서방세계가 지속적인 관계를 갖게될 것인지 그 결과에 대해 경고하고 있습니다.

라이스 장관은 미국 텔레비전 방송에 출연해 러시아의 최근 행동들은 러시아가 서방 사회 제도에 통합될 가능성들을 손상시켰다고 말했습니다.

미국의 로버트 게이츠 국방 장관도 미국과 미국의 동맹국들은 러시아에 대한 다양한 행동들을 고려하고 있다고 말했습니다.

그러나 라이스 장관과 게이츠 장관은 모두 미국이 어떻게 대처해야할 지를 뚜렷하게 밝히기는 아직 시기상조라며 신중을 기했습니다.

France says Russian President Dmitri Medvedev has promised that Russian troops will begin leaving Georgia at mid-day Monday.

The office of French President Nicolas Sarkozy says the withdrawal commitment came Saturday in a telephone call between the French and Russian leaders. Mr. Sarkozy's office says he warned Mr. Medvedev of "serious consequences" if Moscow fails to implement the cease-fire deal signed Saturday.

Russian troops on Saturday began drawing back from the center of Igeoti, a town only about 50 kilometers outside the Georgian capital, Tbilisi.

In Washington today (Sunday), U.S. Secretary of State Condoleezza Rice said the cease-fire calls for troops from both sides to pull back to positions held before the outbreak of hostilities August seventh. She said the cease-fire permits a limited number of Russian peacekeepers to stay temporarily in some areas, until European monitors arrive.

The United States is warning that Russia's actions in Georgia will have lasting consequences for Russia's relationship with the West.

U.S. Secretary of State Condeleezza Rice said (in an interview on U.S. television) today (Sunday) that Russia's recent actions have damaged that country's chances of integration into western institutions. She said Russia's reputation is, as she put it, "in tatters," and said the West is united in criticizing the country for what she called "unacceptable" behavior in Georgia.

U.S. Defense Secretary Robert Gates said (in a separate interview on U.S. television) the United States and its allies are considering a range of actions against Russia. He said no option is off the table -- including ousting Russia from the Group of Eight industrialized countries, denying Russia entry into the World Trade Organization, and imposing new financial sanctions.

Both officials cautioned it is too early to say specifically how the U.S. will respond.
