아동기금 UNICEF는 약 일주일 전 발발한 그루지아와 러시아간 전쟁에서
어린이들이 가장 큰 희생자들이라는 점을 지적하고, 어린이들의 교육적, 심리적, 육체적 필요를 충족시키는데 더욱 많은 관심을 쏟아야 한다고 말했습니다.
그루지아와 러시아 정부의 추산에 따르면 최근 양국의 분쟁으로 인해 남오세티아 자치공화국을 비롯한 그루지아 내에서 약 12만명의 피난민이 발생했습니다. 유엔 아동기금 유니세프 UNICEF는 피난을 떠난 이들의 대다수는 여성과 어린이라고 말했습니다.
이번 분쟁에서 발생한 사상자의 정확한 수는 집계되지 못하고 있습니다. 하지만 구호 단체들은 총 사상자들 중에 많은 여성과 어린이가 포함된 것은 확실하다고 입을 모으고 있습니다.
유니세프의 중유럽지역 특별자문관인 고든 알렉산더 씨는 현장에서 접근과 안전이 보장되지 못해 구호 단체들이 도움을 필요로 하는 사람들을 지원하는데 어려움을 겪고 있다고 말했습니다.
알렉산더 자문관은 "유치원들과 국내 난민 IDP 보호소들의 건물 등 기반시설이 열악하다고 현장을 답사한 요원들이 지적했다"면서 "위생문제, 물 공급, 전기 등은 모두 큰 문제들이며 이들 170개 시설에 모두 각종 장비가 잘 구비되도록 하는 것이 유니세프의 주요 활동 중 하나가 될 것"이라고 말했습니다.
알렉산더 자문관은 유니세프가 현재 긴급 구호 활동에 관여하고 있지만, 다음 단계에 필요한 지원 또한 동시에 계획하고 있다고 말했습니다.
알렉산더 자문관은 유니세프가 앞으로 닥칠 겨울을 염두에 두고 있으며 그루지아와 러시아간 분쟁의 여파가 오래 지속될 경우 어떤 활동이 필요할 지도 생각하고 있다고 말했습니다.
알렉산더 자문관은 많은 어린이들이 전쟁으로 정신적 충격을 받았으며 이들의 심리적 그리고 육체적 필요를 충족시켜주는 것이 매우 중요하다고 말했습니다. 알렉산더 자문관은 상처를 치유하는데 있어 교육이 매우 중요한 역할을 한다고 말했습니다.
알렉산더 자문관은 "현재 이 지역 학교에는 신학기가 다가오고 있으며 유니세프는 모든 피난 어린이들이 신학기가 시작될 때 다시 학교로 돌아오는 것을 목표로 잡고 있다"고 말했습니다.
알렉산더 자문관은 "아이들이 학교로 돌아감으로 해서 주민들 사이에 매우 필요한 정상적인 분위기라는 느낌이 일게 되며, 학교는 어린이 뿐 아니라 부모들에게도 중요한 안식처"가 된다고 말했습니다.
알렉산더 자문관은 "이같이 어린이들이 학교에 출석하도록 독려하는 한편, 지역 사회와 교류하고 지원을 얻는 것도 중요한 문제이다"라고 말했습니다.
그루지아와 러시아의 학교들은 9월 초에 신학기를 시작합니다. 알렉산더 자문관은 현재 많은 유치원들에 난민들이 기거하고 있어 신학기가 되면 교실을 확보하는 데 문제가 있을 것이라고 말했습니다.
알렉산더 자문관은 유니세프가 곧 비행기를 이용해 그루지아로 구호품을 수송할 것이라고 말했습니다. 구호품 중에는 식수와 위생용품, 수백개의 '상자학교'즉 기본학습 도구들과 '놀이용품'이 포함돼 있습니다.
유니세프가 지원하는 '상자학교'는 칠판을 포함해 수십명의 어린이들을 가르칠 수 있는 모든 도구가 구비되어 있는 상자입니다.

INTRO: The United Nations Children's Fund says more attention must be paid to
the educational, psychological and physical needs of children who are among the
main victims of the war that erupted between Georgia and Russia just over a
week ago. Lisa Schlein reports for VOA from Geneva.
TEXT: According to estimates by the Georgian and Russian governments, nearly
120-thousand people have been displaced in Georgia and the breakaway region of
South Ossetia by the recent conflict with Russia. The UN children's fund says a
large proportion of those who fled their homes are women and children.
No exact figures are available on civilians killed and wounded in the conflict.
But aid agencies agree many women and children are certain to figure among the
casualties.
UNICEF special advisor on Central European countries, Gordon Alexander, says
lack of access and safety on the ground is hampering the ability of aid
agencies to help those in need.
He says homeless people are being sheltered in centers that are ill equipped to
deal with their needs.

"These are kindergartens, places for IDPs (internally displaced people).
The actual physical infrastructure of these places is where our assessment
teams are saying is not in good shape. Sanitation issues, water supply,
electricity--it is a big issue. So, making sure that all of these 170 centers
are equipped well, I think will be one of the concerns that we are doing
there."

Alexander says UNICEF is involved in immediate relief action, but the agency
also is planning for the next stage. He says UNICEF is thinking about the
coming winter and what will need to be done should the affects of the conflict
continue for the long term.
He says many children are traumatized by the war and taking care of their
psychological, as well as physical, needs is of utmost importance. He says
education plays an important role in the healing process.

"We are also moving towards a new school year in the area and UNICEF would
like to set a goal to try to get every displaced child back into school by the
new school year. It is creating that sense of normalcy that we really need to
have. It is an important haven, not only for the children, but also for
parents. I think getting that going, but also getting the social support and
interaction is also a major concern."

School in Georgia and Russia begins in early September. Alexander says it will
be problematic to find enough classroom space since many kindergartens are
being used to house displaced people.
He says UNICEF soon will be airlifting relief supplies to Georgia. It will
include bottled water, hygiene kits, hundreds of schools in a box and
recreational kits for children. (Signed)
