Local police say the stampede happened today (Sunday) after metal railings broke beneath the weight of pilgrims trekking to the mountaintop Naina Devi temple (in Bilaspur district).
Some reports say rumors of a landslide led to the commotion.
Authorities say at least 30 of the victims were children. More than 40 other people were injured.
Bad weather is complicating rescue efforts, but officials say the injured are being brought to hospitals in nearby towns for treatment.
Thousands of people had flocked to the Hindu temple to celebrate the nine-day Shravan Navratras festival, which began Saturday.
