이란 외무장관 '미국 핵 협상 참여 환영' (E)


이란은 미국이 이란에 대표부를 설치하고 양국간 직항로를 개설하는 문제를 미국과 협의할 수 있다고, 이란 외무장관이 말했습니다.

마누셰르 모타키 외무장관은 18일 터키 수도 앙카라에서 기자회견을 갖고, 향후 열리는 이란 핵 협상에 미국이 참여하기로 한 것은 긍정적이며, 진전을 기대한다고 말했습니다.

한편 콘돌리자 라이스 미국 국무장관은 18일 워싱턴에서, 핵 협상 참가는 미국이 외교를 통한 문제 해결에 진지하다는 강력한 신호를 보내기 위한 것이라고 말했습니다.

라이스 장관은 하지만 미국의 협상 조건은 그대로 남아있으며, 이번 협상에서도 진지한 대화를 시작하기 위해서는 이란이 우라늄 농축활동을 반드시 중단해야 한다는 미국의 입장을 다시 강조할 것이라고 덧붙였습니다.

미국은 앞서 스위스 제네바에서 열리는 이란과 유럽연합 간의 핵 협상에 윌리엄 번스 국무부 차관이 참석한다고 발표했습니다.

번스 차관의 협상 참가는 미국의 정책 변화를 의미합니다. 부시 정부는 그동안 이란이 핵 활동을 중단하기 전에는 대화하지 않겠다는 입장을 고수해왔습니다.

Iran's foreign minister says he sees the possibility for talks on the United States setting up a diplomatic presence in Tehran and opening direct flights between the two countries.

Speaking today (Friday) in the Turkish capital, Ankara, Manouchehr Mottaki said U.S. participation at upcoming talks with Iran on its nuclear program is a positive development and that he expects progress.

In Washington, Secretary of State Condoleezza Rice said today the U.S. decision to send senior envoy (Under Secretary of State) William Burns to the talks sends a "strong signal" that the U.S. is serious about diplomacy.

But she said negotiating conditions remain, and Burns will reinforce the U.S. position that Iran must stop enriching uranium before serious dialogue can begin.

Earlier this week, Washington announced it is sending Burns to join talks with Iran's top nuclear negotiator (Saeed Jalili) and EU foreign policy chief Javier Solana Saturday in Geneva.

The U.S. envoy's attendance will mark a shift in U.S. policy. The Bush administration has long insisted on shunning nuclear talks with Iran until it stops sensitive nuclear work.
