세계가 주시하는 짐바브웨 대통령선거 (E)


짐바브웨에서 대통령선거 결선을 향한 선거운동이 본격적으로 시작되면서 선거 열기가 고조되고 있습니다. 지난 3월 29일 선거 후에 로버트 무가베 대통령은, 야당 후보들과 오는 6월 27일에 실시되는 결선 투표에 그들의 지지자들이 참가하지 못하도록 탄압을 가하고 있습니다. 자유롭고 공정하며 평화적인 선거가 치루어지도록 국제적인 압력이 가해져야 할 것입니다.

지난 3월 29일 선거에서 야당 지도자인 모간 츠방기라이 후보가 승리했지만, 결선을 피하는데 충분한 표를 얻지 못했습니다. 선거와 결선 발표 후에 야당 지도자들과 민주화 인사들과 선거 관계자들과 언론인들이 구속되고, 외국 외교관들이 괴롭힘을 당하며, 집이 불타고, 수백명의 사람들이 구타를 당하고 고문을 당하며, 50여명이 살해됐습니다.

츠방기라이 후보는 여러 아프리카 지도자들에게 이달 6월 27일에 실시되는 선거를 감시하기 위해 더 많은 선거감시단을 파견해주도록 호소하고 있습니다.

야당의 선거집회를 방해하고, 유세장으로 통하는 거리를 봉쇄하며, 지지자들을 탄압하기 위해 경찰과 군대가 동원되는 가운데 선거감시단의 확대 필요성이 사실로 입증되고 있습니다. 국제 구호단체들은 정치 간섭을 하고 있다는 이유로 짐바브웨에서 활동을 중단하라는 명령을 받았으며, 2명의 야당 지도자들이 체포됐습니다.

미국도 이번 결선 투표의 엄중한 감시를 호소하고 있습니다. 조지 부시 미국 대통령은 발표한 성명에서 짐바브웨 정부의 전술을 개탄하고, 이번 투표가 협박이나 보복의 두려움 없이 진행될 수 있도록 하기 위해 국제사회가 더 많은 선거감시단을 파견해주도록 촉구했습니다.

최근 벌어지고 있는 폭력과 협박분위기를 감안할 때 외국의 감시 없이는 짐바브웨에서 공정한 선거가 불가능한 것으로 보입니다. 정말 아무 조치도 취하지 않고 수수방관하면 지난 3월 선거에서 그들의 민주주의 권리를 행사하기 위해 엄청난 대가를 치루었던 사람들의 희생을 줄일 수 있을 것입니다.

Campaigning has begun for the hotly contested presidential runoff election in Zimbabwe. After finishing second in the March 29 voting, President Robert Mugabe is carrying out a crackdown against his political opponents and their supporters heading toward the runoff balloting on June 27. International pressure must be brought to bear to ensure a free, fair and peaceful election.

Opposition leader Morgan Tsvangirai was declared the winner in the voting March 29, but not by enough to avoid a runoff. Following the election and announcement of the runoff, opposition leaders, activists, polling officials and journalists have been arrested, foreign diplomats harassed, homes burned, hundreds of people beaten and tortured, and more than 50 killed.

Mr. Tsvangirai has appealed to other African leaders to send more election monitors to observe and monitor voting later this month. The need for this was quickly evident, as police officials and the military moved to obstruct his campaign rallies, blocking streets leading to the rally sites and harassing his supporters. International aid groups were accused of political meddling and ordered to suspend their work in the country, and two more opposition leaders arrested.

The United States is also appealing for close monitoring of the runoff. In a written statement, President George Bush deplored the Zimbabwean government's tactics and called for the international community to be allowed to blanket the country with election monitors to ensure that the vote can proceed without fear of intimidation or reprisal.

In the current environment of violence and intimidation, a fair election cannot be assured without foreign oversight. Indeed, to do any less would diminish the sacrifice of those who paid the ultimate price for exercising their democratic rights in March.
