미국 정부는 쿠바, 특히 쿠바 반체제 인사들에게 인도주의적 지원을 제공하는 것이 미국의 오랜 정책이라고 밝힌 바 있습니다.

Cuba called Thursday for the United States to respond to allegations that an American diplomat delivered money to Cuban dissidents in Havana.
Cuba's foreign minister, Felipe Perez Roque, says he has photographs and video evidence to prove that the top U.S. diplomat in Havana (Michael Parmly) has carried thousands of dollars to Martha Beatriz Roque (no relation to the foreign minister), who then shared the money with other dissidents in Cuba.
Cuba's foreign ministry says the money came from a Cuban-American businessman, Santiago Alvarez, who is serving time in a Miami prison after being convicted on weapons possession charges. Alvarez has also been linked to the Cuban former CIA agent Luis Posada Carriles.
The U.S. government has said it has a long-standing policy of providing humanitarian assistance to Cuba, particularly to dissidents.
