Millions of cyclone survivors in Burma may soon get the aid they need, now that the country's top leader has agreed to allow all foreign aid workers into the country to help with relief efforts.

U.N. Secretary-General Ban Ki-moon says Burmese General Than Shwe made that announcement today (Friday) during a meeting with him in the remote capital of Naypyidaw. Mr. Ban says he believes the agreement marks a breakthrough in the aftermath of Cyclone Nargis.

So far, Burma's military government has refused to allow most foreign aid workers to stage a full-scale relief effort in the country.

The United States, Britain, and France have all positioned ships off the Burmese coast and offered to rush in relief supplies to the hardest-hit areas, but Burma's government has denied them entry.

Burmese leaders say the cyclone that hit May third killed an estimated 78-thousand people, and that 56-thousand others are still missing Mr. Ban toured Burma's cyclone-ravaged Irrawaddy Delta Thursday, flying over some of the worst-hit areas

and stopping at relief camps. The U.N. says help has only reached 25 percent of the people affected by the cyclone.
