‘시리아는 불법 핵 활동에 대해 해명해야’- 미 백악관 대변인 (E)


미국 백악관의 대너 페리노 대변인은 시리아가 북한의 핵 과학자와 기술자들의 도움으로 시리아 동부 오지에 원자로를 건설하고 있었다는 사실을 국제원자력기구 IAEA에 보고하지 않았으며, 2007년 이 시설이 파괴된 후에는 증거를 인멸하려고 했다고 밝혔습니다.

페리노 대변인은 지난 4월 24일 미리 준비된 성명에서 이같은 은폐 노력은 이 원자로가 평화적인 목적이 아니라는 미국의 확신을 더욱 강하게 뒷받침해주는 것이라고 말했습니다. 페리노 대변인은 미국은 IAEA에 시리아의 핵 시설 은폐에 관해 통보했다고 밝혔습니다.

모하메드 엘바라데이 IAEA 사무총장은 지난 4월 25일 오스트리아의 빈에서 IAEA가 미국으로부터 이에 관한 정보와 더불어 시리아의 원자로가 파괴 당시 가동에 들어가지 않았으며, 핵 물질이 주입되지 않았다는 사실을 통보받았다고 확인했습니다.

엘바라데이 사무총장은 IAEA는 이 정보를 신중하게 다루고 있으며, 정보의 진위에 관해 조사할 것이라면서, 시리아는 IAEA와의 안전보장 협정에 따라 핵 시설 계획과 건설을 IAEA에 보고할 의무가 있다고 말했습니다.

시리아는 1969년부터 핵확산금지조약 NPT에 가입해 있으며, IAEA의 안전 규정에 의해 규제를 받는 작은 연구소를 운영하고 있습니다. 미국의 고위 정보 관계자들은 지난 4월 24일 백악관에서 있은 배경설명에서 북한의 핵 관련 관계자들과 시리아의 고위 관계자들이 지난 1997년 초부터 이 원자로 건설 문제를 논의하기 시작했다고 밝혔습니다.

시리아는 이 원자로의 모든 존재를 제거하기 위한 노력으로 2007년 10월 10일 통제된 대규모 철거반을 동원해 이 원자로 건물의 흔적을 없애버렸다고 백악관 관계자들은 밝혔습니다.

페리노 대변인은, 시리아 정부는 불법적인 핵 활동에 대해 세계에 해명해야 할 것이라고 말했습니다. 시리아 정부는 테러를 지원하고 레바논의 불안을 조성하는 행동을 취하고 있으며, 자국을 외국인 무장세력들이 이라크로 침투하는 경유지로 허용하고 있고, 아울러 자국민을 억압하고 있다고 페리노 대변인은 지적했습니다.

Syria did not tell the International Atomic Energy Agency it was building a nuclear reactor in a remote area of eastern Syria with help from North Korean nuclear scientists and engineers, and after it was destroyed in September 2007, made every effort to bury the evidence, says White House press secretary Dana Perino. This cover-up only served to reinforce our confidence that this reactor was not intended for peaceful purposes, said Ms. Perino in a prepared statement April 24th. The U.S., she said, is briefing the International Atomic Energy Agency on this cover-up.

IAEA Director General Mohamed ElBaradei [muh-HAH-mahd ehl bah-RAH-day] confirmed in Vienna April 25th that his office has been given the U.S. information and that the Syrian reactor was not yet operational and no nuclear material had been introduced into it. This agency will treat this information with the seriousness it deserves and will investigate the veracity of the information, Mr. ElBaradei said. Syria, he said, has an obligation under its safeguards agreement with the IAEA to report the planning and construction of any nuclear facility to the agency.

Syria has been a party to the Nuclear Non-Proliferation Treaty since 1969 and has operated one small research center that is subject to IAEA safeguards. Senior U.S. intelligence officials said during a White House background briefing April 24 that North Korean nuclear-related officials and high-level Syrian officials began discussing this nuclear reactor as early as 1997.

The nuclear reactor, under construction near al-Kibar [ahl kay-BAHR]along the eastern edge of the Euphrates River in the Dayr az Zawr [DARE eh-ZOR] province, was destroyed in an Israeli air strike early in the morning of September 6, 2007. Syria destroyed the remainder of the reactor building with a massive controlled demolition on October 10, 2007 as part of an ongoing effort to remove all evidence of the reactor's existence, said a White House official.

The Syrian regime must come clean before the world regarding its illicit nuclear activities, Ms. Perino said. The Syrian regime supports terrorism, takes action that destabilizes Lebanon, allows the transit of some foreign fighters into Iraq and represses its own people, she said.
