2008 베이징 올림픽 올림픽이 다가오면서 중국 당국이 홍콩에 거주하는 외국인들에게 복수 입국사증 발급을 중단해 사업차 중국을 자주 드나들어야 하는 기업인들에게 큰 불편을 주고 있다고 홍콩의 여행사들이 밝혔습니다. 그러나 중국 당국은 단지 입국사증 발급 규정이 변경되었을 뿐이라고 말합니다.
지금까지 홍콩에 거주하는 외국여권 소지자들이 사업이나 관광을 위해 중국 본토에 들어가기는 아주 쉬웠습니다. 대부분의 사업가들은 유효기간 3년짜리 복수 입국사증을 받을 수 있었기 때문입니다.
그러나 홍콩 여행사들은 지난 주부터 다시 재입국 사증을 받으려는 사람들에게 이런 행운이 사라졌다고 말했습니다. 여행사들은 이제는 외국인들이 유효기간 3개월 미만의 단수 비자나 한번 재입국이 허용되는 비자를 받을 수 있다고 밝혔습니다.
복수 입국사증 발급 중지 외에도 여행자들은 홍콩과 인접한 센젠 시로 들어갈 때 단기 체류비자도 받을 수가 없게 됐습니다.
여행사들은 이같은 비자 발급 정책의 변경이 오는 8월에 개막되는 베이징 올림픽과 관련이 있는 것으로 생각하고 있고, 베이징 올림픽이 끝나면 10월쯤에 복수 입국사증 발급 중지조치가 해제될 것으로 보고 있습니다.
그러나 장유 외교부 대변인은, 중국정부가 복수 입국사증 발급을 중단한 바 없다고 밝혔습니다. 장유 대변인은, 중국의 입국사증 정책은 중국의 법률과 규정에 의거해 결정되며, 또한 국제 규범에 맞춰 이루어 진다고 밝혔습니다.
그러나 장유 대변인은 홍콩에서 갑자기 복수비자 발급을 중단한 이유에 관해서는 언급하지 않았습니다.
중국 본토와 자주 왕래해야 하는 홍콩 거주 외국인들은 중국 당국의 비자 규정 변경에 관해 우려하고 있습니다. 국경을 넘어갈 때마다 일일히 비자를 받으려면 시간과 비용 이 많이 들게 됩니다.
홍콩에 있는 캐나다 상공회의소의 앤드루 워크 회장은 중국 당국의 복수비자 발급 중단으로 외국의 기업인들에게 많은 불편이 따를 것이라고 우려했습니다.
앤드루 워크 회장은, 서방 기업인들이 중국의 거래선과 중요한 관계를 갖고 있기 때문에 거래에 어려움을 겪게 될 것이라고 말했습니다. 워크 회장은 또한 이들이 중국에서 사업을 발전시키는데 관심을 갖고 있고, 직접 만나서 협상하기를 원하는 거래선이 중국내에 있다며, 이제는 중국에 가려면 시간도 많이 걸리고 또 비용도 많이 들게 돼 걱정이라고 말했습니다.
워크 회장은, 복수 입국사증 발급 중단은 또한 많은 홍콩 거주 외국인들이 자주 국경을 넘어가 관광이나 쇼핑을 하는 가운데 관광산업에도 영향을 미칠 것이라고 지적했습니다.
과거 영국의 식민지였던 홍콩은 1997년에 중국에 반환됐지만, 별도의 법률과 입국사증 체계를 유지하고 있습니다.

As security tightens before the Olympic Games, travel agents in Hong Kong say Beijing has stopped issuing multi-entry visas to foreigners living in the city, inconveniencing businesspeople who frequently travel to China. But Chinese authorities deny they have changed visa rules. Claudia Blume reports for VOA from Hong Kong.
For foreign passport holders living in Hong Kong, going to China for business and leisure is usually easy. Most businesspeople hold multi-entry visas valid for up to three years.
But travel agents in the city say that since last week, those who want to renew their multi-entry visas are out of luck. They say foreigners can only get single or double-entry visas, valid for no more than three months.
In addition to the ban on multiple-entry visas, travelers can no longer obtain short-stay visas at Hong Kong's border with neighboring Shenzhen.
Travel agents think the change is related to the Beijing Olympics, which will be held in August, as the visa ban is set to be lifted in mid-October, after the games.
But Foreign Ministry Spokeswoman Jiang Yu says China has not stopped issuing multiple-entry visas.
Jiang says the visa policy is in accordance with China's laws and regulations. Furthermore, she says it was formulated in reference to international norms.
She offered no explanation for why the visas suddenly are not available in Hong Kong.
Foreigners in Hong Kong who frequently do business in China are worried about any change in visa regulations. Applying for a visa each time they cross the border is time-consuming and costly.
Andrew Work is the executive director of the Canadian Chamber of Commerce in Hong Kong.
"People have serious commitments in China, they are anxious to do business in China. They are interested to develop their business in China and they have business partners up there and people who would like to see them to do the deals, and they are just concerned that it will take them longer or be more complicated getting up to China."
Work thinks the ban on multiple-entry visas also will affect tourism, as many foreigners in Hong Kong frequently cross the border for sightseeing or shopping.
Hong Kong, a former British colony, was returned to China in 1997, but maintains a separate legal and visa system.
