NATO leaders have invited Albania and Croatia to open alliance membership talks, but postponed action on Macedonia until it resolves a dispute with Greece over the country's name.

NATO Secretary General Jaap de Hoop Scheffer announced the decision at the alliance summit in Bucharest. He also stressed that the alliance is committed to eventually bringing both Georgia and Ukraine into membership, but decided that they are not yet ready to start the entry process. He said the leaders instructed alliance foreign ministers to review their progress in December.

Addressing the NATO leaders, U.S. President George W. Bush welcomed the newly invited states. He expressed regret over the delay in the case of Macedonia, but said he hopes for a quick resolution of the name issue. He also urged NATO to give other nations seeking entry a full and fair hearing.

U.S. Secretary of State Condoleezza Rice later stressed that the decision to have alliance foreign ministers review the progress of the two countries in December reaffirmed the NATO position that other candidates can join when they are ready.

She also called alliance support for U.S. plans to deploy a missile defense system in central Europe despite Russian objections proof of NATO readiness to deal with the challenges.

The issue is expected to come up in NATO discussions Friday with Russian President Vladimir Putin and at meetings between him and U.S. President George W. Bush Sunday in Russia's Black Sea resort of Sochi.
