The U.N. Security Council says it is deeply concerned about the situation in Sudan's Darfur region where violence has surged recently.
The council called on all parties to observe a cease-fire and reiterated the need for the speedy deployment of a joint United Nations-African Union force in Darfur.
Russia called on members to consider sanctions against rebel groups, but the United States and Britain countered that any new sanctions should target both Sudan's government and the rebels.
The council was briefed Tuesday by U.N. Assistant Secretary-General for Peacekeeping Edmond Mulet, who warned that the recent surge in Sudanese air strikes and rebel attacks demonstrates a lack of commitment on both sides for peace talks.
He added that the peacekeeping operation cannot be a substitute for political engagement.
