이브라힘 감바리 유엔 버마 담당 특사는 버마를 민주국가로 복귀시키기 위한 유엔의 최근 추진이 실패했음에도 불구하고 9일 버마 군사 정부와의 회담을 재개했습니다.
유엔은 감바리 특사가 9일 버마의 보건 장관과 국가 계획 장관, 그밖의 여러 고위 정부 관리들과 만났다고 밝혔으나 세부 사항에 관해서는 공개하지 않았습니다.
앞서 버마 군사 정부는 오는 5월로 예정된 새헌법 승인을 위한 국민투표에 독자적인 선거 감시자들을 허용하라는 유엔의 제의를 거부했습니다. 버마 정부는 국민 투표는 주권에 관한 문제라고 주장했습니다.
한편 필리핀의 글로리아 아로요 대통령은 외국 선거 감시자들은 어느 나라의 주권에도 위협이 되지 않을 뿐만 아니라 선거의 신빙성을 전 세계에 알리는데 도움을 준다고 말하면서 버마의 이같은 결정을 비난했습니다.
버마의 군사 통치자들은 또한 민주화 지도자 아웅산 수지 여사의 공직을 사실상 금지하고 있는 헌법 초안의 수정도 거부했습니다.

United Nations envoy Ibrahim Gambari resumed talks with Burma's military government today (Sunday) despite recent setbacks in the U.N.'s push to return the country to democracy.
The U.N. says Gambari met today with Burma's ministers for health and national planning as well as the chairman of civil service and the country's deputy foreign minister. No details on the meetings were released.
On Saturday, Burma's military government rejected a U.N. proposal to allow independent observers at a constitutional referendum set for May. The government said the vote is "within state sovereignty."
Philippines President Gloria Arroyo criticized that decision (in a statement released today/Sunday), saying foreign observers are not a threat to any nation's sovereignty and help show the world that an election is credible.
Burma's military rulers have also refused to change a draft constitution that effectively bars pro-democracy leader Aung San Suu Kyi from public office.
