‘미국은 코소보 독립 지지’ (E)


미국은 최근에 독립한 코소보를 하나의 주권 독립국가로 승인했습니다. 코소보는 독립선언에서 모든 인종적 배경의 시민들에게 자유와 관용과 정의를 포함한 민주주의 원칙을 약속했습니다.

미국의 조지 부시 대통령은, 이는 인간의 존엄성을 존중하는 원칙이며, 또한 미국이 우방에게 기대하는 가치이기도 하다고 밝혔습니다.

1998년말 세르비아의 슬로보단 밀로세비치 전 대통령은 코소보에 거주하는 90% 이상의 알바니아계 종족과 다른 비 세르비아계 주민들에 대해 무자비한 군사작전을 전개했습니다. 종교적 편견과 경제적 동기로 불이 지펴진 세르비아 군은 많은 알바니아계 주민들을 고향땅에서 몰아내거나 세르비아 군을 통해 살륙함으로써 코소보를 장악하려 시도했습니다.

이같은 잔학행위는 엄청난 국제적 비난과 국제사회의 개입을 초래했고, 급기야는 나토 군의 군사적 대응으로 이어졌습니다. 1999년에 밀로세비치 전 대통령이 체포됐습니다. 나토가 주도하는 국제평화유지군은 코소보의 평화를 회복하고, 생존자들이 다시 고향에 돌아가도록 도왔습니다.

그러고 나서 유엔 안전보장이사회는 코소보에서 나머지 세르비아 세력을 제거하고 코소보를 위임통치하도록 결정했습니다. 유엔의 지도에 따라 코소보는 자치정부 제도를 강화하고, 몇차례 선거를 실시하며, 독립을 준비해 나갔습니다. 마르티 아크티사리 유엔 특사는 16개월에 걸친 외교 노력 끝에 2007년에 코소보의 경제적 정치적 발전을 무한정 지체시키고, 극단주의를 방관할 수 없다는 결론을 내렸습니다. 마르티 특사는 유럽연합 등 여러 나라들이 지지하는 하나의 절충안을 마련했습니다.

미국의 코소보 독립 승인은 한시적인 국제 감시와 소수인종의 권리 보호 확대를 위한 계획안의 시행을 코소보 지도자들이 수락했음을 반영한 것입니다. 이것은 또한 코소보에서 이루어진 발전이 원점으로 돌아갈수 없음을 보장하는 것입니다.

미국은 수년간의 집중적인 협상에도 불구하고 세르비아가 코소보의 지위 회복을 위한 유일하게 실행 가능한 제안에 완강히 반대했음을 유감스럽게 생각하고 있습니다. 그럼에도 불구하고, 미국은 세르비아와의 우호를 재천명하기 원하고 있습니다.

부시 대통령은, 코소보 독립이 발칸지역을 위한 역사적인 첫걸음으로, 과거의 분쟁을 끝내고, 자유롭고 안정되고 평화로운 미래로 나아갈 수 있는 기회를 마련해주고 있다고 지적했습니다.

The United States has formally recognized Kosovo as a sovereign and independent state. In its declaration of independence, Kosovo committed itself to democratic principles, including freedom, tolerance, and justice for citizens of all ethnic background. "These are principles," said President George W. Bush, "that honor human dignity, they are values America looks for in a friend."

In late 1998, former Serbian President Slobodan Milosevic [slow-BOH-dahn mee-LOW-sheh-vih-ch] unleashed a brutal military campaign against over ninety percent of ethnic Albanians and other non-Serbs who lived in Kosovo. Fueled by religious prejudice and economic designs, Belgrade's forces sought to obtain Kosovo by driving massive numbers of ethnic Albanians from their homes or having them killed by Serbian troops. These atrocities provoked extensive international condemnation and diplomatic intervention, followed by a military response from NATO. In June 1999, President Milosevic capitulated. International forces, led by NATO, restored peace in Kosovo and the surviving refugees returned home.

The U.N. Security Council then mandated the removal of any remaining Serbian government presence from Kosovo and put the territory under international administration. With U.N. guidance, Kosovo strengthened its self-government institutions, holding several rounds of elections and preparing for independence. In 2007, after sixteen months of diplomacy, U.N. Special Envoy Martii Ahtisaari [MAHR-tee AHK-tee-sah-ree] concluded that keeping Kosovo indefinitely under U.N. administration would retard its economic and political development and encourage extremism. He developed a compromise plan for Kosovo endorsed by the E.U. and many other countries.

U.S. recognition of Kosovo reflects the acceptance by Kosovar leaders of a period of international supervision and the implementation of a plan for extensive protections for minority rights. It also will ensure that the progress made in Kosovo will not unravel.

The United States regrets that, despite years of intense negotiations, Serbia was adamantly opposed to the only viable proposal to resolve Kosovo's status. Nevertheless, the U.S. would like to reaffirm its friendship with Serbia.

"The independence of Kosovo," said President Bush, "is a historic step for the Balkans region. It presents an opportunity to move beyond the conflicts of the past and toward a future of freedom and stability and peace."
