Russia's Dmitri Medvedev has won his country's presidency in a landslide vote that opposition supporters say was rigged to ensure his victory.

Speaking today (Monday) in Moscow, Mr. Medvedev vowed to continue policies set by his mentor, outgoing President Vladimir Putin. He also said that as president he will have full charge of foreign affairs, and that Mr. Putin will soon move into the prime minister's office.

With nearly all votes counted, Mr. Mevedev is winning more than 70 percent of Sunday's vote. His nearest challenger got just 18 percent.

The independent Russian voter rights group, Golos, cited numerous complaints from Russians who said they were forced to vote. Golos director Lilia Shibanova told VOA that local authorities, not the Kremlin, probably were responsible for the pressure.

The United States has pledged to work with Russian President-elect Dmitri Medvedev in areas of common interest. A White House spokesman (Gordon Johndroe) said today (Monday) it is in the common interest of both countries to work together in such areas as non-proliferation, counter-terrorism and combatting crime.

A State Department spokesman (Tom Casey) referred to an assessment by the Parliamentary Assembly of the Council of Europe delegation, which noted that limited access to the news media had put into question the overall fairness of the vote.

He said the United States has previously expressed similar concerns about the status of democracy in Russia, and he said Sunday's election had not changed this view.

French Foreign Minister Bernard Kouchner acknowledged the lack of competition in the balloting, but said the Russian public voted clearly for Mr. Medvedev.
