6자 회담 합의에 따라 북한은 지난 12월 31일까지 영변 핵시설을 불능화하고 모든 핵계획을 신고하기로 약속했었습니다.
북한의 김영남 최고인민회의 상임위원장은 핵 협상의 교착상태는 미국때문이라고 비난했습니다.

The top U.S. negotiator on North Korea's nuclear program arrived in Beijing today (Monday) on a trip to restart stalled talks.
Christopher Hill was to meet with Chinese officials involved in the talks before heading to South Korea (Tuesday) and Japan (later this week), ahead of a trip through the region by U.S. Secretary of State Condoleezza Rice.
North Korea was supposed to disable its main atomic plant by December 31st and list all its nuclear programs, under a deal negotiated by the two Koreas, China, the United States, Russia and Japan. Washington says the list Pyongyang submitted was not complete.
North Korea's number two leader, Kim Young Nam, blamed the United States for the stalemate.
