유엔 원조기구들은 혹독한 겨울 날씨로 아프간 서부와 중부 고원에 있는 수십개 마을들과 연결된 도로들이 끊겨 교통이 두절됨으로써 식량 전달이 사실상 불가능한 상황이라고 말하고 있습니다.
유엔의 엘리자벳 바이르스 대변인은 현지 주민들이 힘든 겨울철을 이겨낼 수 있도록 유엔의 원조 기구들이 사전에 식량과 다른 생활필수품들을 저장해 놓았지만 이들 기구는 전체 주민들과 함께 극심한 겨울철 날씨에 대해서는 준비가 되어있지 않은 상태라고 말했습니다.

The United Nations says more than a million people in four western provinces of Afghanistan are in urgent need of food assistance.
The U.N. estimates that at least 200 people, mainly children and elderly people, have died from exposure to cold.
U.N. aid agencies say harsh winter conditions have cut off roads to dozens of villages in the Western and Central Highlands of the country, making food delivery virtually impossible.
U.N. spokeswoman Elizabeth Byrs says agencies had pre-positioned stocks of food and other essentials in the region to tide people over the difficult winter period. But the agencies, along with the population, were unprepared for the extreme weather.
