한국의 제 17대 대통령을 뽑는 대통령 선거가 불과 하루 앞으로 다가온 가운데, 그동안 각종 여론조사에서 지지율 1위를 달려온 한나라당 이명박 후보의 비리 연루 의혹에 대한 특별검사 법안이 채택됐습니다. 이번 일을 계기로 일부 시민사회단체들은 이명박 후보에 대한 비난의 목소리를 높이고 있으며, 대선 출마 후보들은 반-이명박 연대를 구성할 움직임을 보이고 있습니다. 조은정 기자가 보도합니다.
한국 국회는 17일 본회의를 열어 한나라당 이명박 후보의 이른바 BBK주가조작 의혹 진상을 규명하기 위한 특별검사법안을 통과시켰습니다.
BBK는 재미 금융전문가인 김경준 씨가 설립한 회사로, 김 씨는 지난 2001년 이 회사를 통해 허위 인수, 합병설을 퍼트려 주가를 급등시키고 회삿돈을 빼돌린 후 미국으로 도피했습니다.
이명박 후보는 자신이 BBK의 실소유주라는 의혹을 계속 부인해 왔으나, 대통합민주신당의 정동영 후보가 지난 16일 공개한 동영상은 이 후보가 서울시내 한 대학에서 강연하면서 BBK를 자신이 직접 설립했다고 발언한 내용을 담고 있습니다.
이명박: “금년 1월 달에 BBK라는 투자자문회사를 설립을 하고 이제 그 투자자문에 가장 필요한 업무를 위해서 사이버 증권회사를 설립하기로 해서 정부에 신청서를 제출했고 며칠 전에 정부에서 예비허가가 났습니다.”
현재 투표일을 하루 남기고 있는 가운데 무소속의 이회창 후보와 정동영 후보 등 여론조사에서 이명박 후보에 뒤처져 있는 대선주자들은 이번 동영상 파문을 호기로 삼고 막판 뒤집기를 위한 총 공세를 벌이고 있습니다.
정동영: “이명박 후보님 BBK를 설립했다고 말씀하셨습니까? 그랬다면 이 자리에 앉아 계셔서는 안됩니다.”
지난 16일 열린 대선 후보 간 마지막 텔레비전 토론에서 이명박 후보를 제외한 모든 후보들은 “거짓말쟁이 대통령은 안된다”며 이 후보를 압박했고, 특히 정동영 후보는 17일 기자회견을 통해 다른 후보들에게 `반부패 공동정부' 연대를 제안했습니다.
이회창 후보도 텔레비전 방송연설을 통해 “이명박 후보가 대통령이 된다 해도 되자마자 물러나는 사상 초유의 불행한 사태가 발생할 것”이라고 주장했습니다.
이회창: “새빨간 거짓말을 하고 온갖 탈법 편법을 일삼는 후보가 어떻게 국민에게 국가지도자가 되겠다고 나설 수 있겠습니까?”
이번 동영상 파문이 대통령 선거전에 어느 정도의 영향을 미칠지는 분명하지 않습니다. 다만 파문 전까지만 해도 이명박 후보는 거의 모든 여론조사에서 줄곧 45% 안팎의 지지율로 15% 안팎인 정동영 후보나 이회창 후보를 압도하고 있었습니다.
이명박 후보는 동영상 파문이 커지자 즉각 자신의 비리 의혹에 대한 특검 법안을 수용하겠다고 선언했습니다.
이명박: “저는 BBK와 관련하여 한점 부끄러움이 없습니다. 저는 적극 수용할 수 있습니다. 수용하겠습니다.”
대기업 최고경영자 출신인 이명박 후보는 그동안 ‘경제대통령론’으로 유권자들로부터 폭넓은 지지를 받아왔습니다. 때문에 이번 동영상 파문이 얼마나 파괴력을 가질지 초미의 관심사가 되고 있습니다.
이런 가운데 일부에서는 차기 대통령 취임일인 내년 2월 25일 이전에 특검 수사결과가 발표될 예정이어서 일부에서는 만일 이 후보가 당선될 경우 합법성과 정통성을 둘러싸고 적지않은 논란이 일 것으로 보고 있습니다.

South Korea's legislature has voted to appoint an independent counsel to look into fraud allegations against front-running presidential candidate Lee Myung-bak. But, state prosecutors, who cleared Lee of formal charges weeks ago, refused a suggestion by current President Roh Moo-hyun to reopen the fraud investigation just two days before the vote. South Korea's Justice Ministry issued a statement Monday saying it would not reopen a prosecution probe into possible fraud and stock price manipulation by presidential candidate Lee Myung-bak.
Prosecutors announced earlier this month they had no case against Lee, helping solidify his double digit lead in opinion polls ahead of Wednesday's presidential election. However, South Korean President Roh Moo-hyun urged prosecutors on Sunday to reopen their investigation, after Lee's political rivals released a videotape they say incriminates him.
In the video of a university speech in 2000, Lee describes how he founded an investment firm called BBK in the United States. His rivals got the video from an arrested suspect who attempted to blackmail Lee's party Sunday.
One of the central questions in the Lee investigation up to now has been how closely Lee was connected to the firm and a Korean-American partner who has been indicted in the United States. Lee has denied involvement with the firm. Lee's political opponents say his admission on tape proves he is a BBK cofounder who shares complicity in his partner's illicit activities, and is unfit to serve as president.
In a televised Sunday night debate, United New Democrat Party candidate Chung Dong-young said to Lee directly: "Did you found BBK? Then you have no right to be sitting here."
Lee Myung-bak's independent rival, Lee Hoi-chang, says "How can a candidate who lies and evades the law expect to be the leader of our nation?"
Recent opinion surveys indicate Lee, the nominee for the conservative Grand National Party, enjoys a lead of at least 30 percentage points over both Chung and Lee Hoi-chang. As such, political experts say even these late developments are unlikely to deprive him of a decisive win when Wednesday's votes are counted.
Still, Lee says he has nothing to hide.
Lee says he feels no shame in relation to the BBK issue, and is willing to support the independent counsel probe.
South Korea's Parliament approved the independent counsel only after several days of physical brawling between members this weekend, with both sides trying to deny each other access to the speaker's podium.
