반기문 유엔 사무총장은 지구변화회의가 새로운 지구온난화방지협정 체결을 둘러싸고 계속 난항을 거듭하고 있는 가운데 인도네시아 발리섬을 다시 방문할 계획을 하고 있습니다.
반 총장은 14일, 동티모르에서 기자들에게 발리 기후변화회의가 실패해서는 안된다고 밝히고, 회의의 진전이 없을 경우 15일에 다시 이 회의에 복귀할 것이라고 말했습니다.
기후변화회의는 개막된지 이미 2주일이 지났지만, 유해한 온실가스 배출 감소를 둘러싸고 대표들 간에 논쟁만 계속하고 있을 뿐 진척되지 않고 있습니다.
유럽 국가들은 부유한 국가들이 오는 2020년까지 온실가스 배출을 25% 내지 40% 감축할 것을 촉구하고 있지만, 미국 정부는 이런 계획에 강력하게 반대하고 있습니다. 조지 부시 미국 대통령은 중국과 인도와 같은 신흥 개발도상국에게 아무런 요구도 하지 않은 채 선진국에 대해서만 온실가스 감축을 요구하는 것은 불공정하다고 지적했습니다.
United Nations Secretary-General Ban Ki-moon is planning to go back to the Indonesian resort island of Bali, where an international meeting on climate change is still deadlocked over a new global warming agreement.
Mr. Ban today (Friday) was on a visit to East Timor, where he told reporters the Bali
conference must not fail. He said he will return to the conference on Saturday unless an accord is reached beforehand.
For almost two weeks, conference delegates have argued about how to reduce harmful greenhouse gas emissions.
European nations have called on rich countries to cut greenhouse gases by 25 to 40 percent by 2020, but the U.S. government strongly opposes that plan. President Bush says it is not fair to require that industrialized nations make such cuts, without demanding cuts by emerging economies like China and India.
Host country Indonesia has offered a compromise that would give rich nations until 2050 to reduce gas emissions.
U.N. climate chief Yvo de Boer says intense negotiations are going on to reach an
agreement.
