Government officials and environmentalists from more than 180 countries have begun gathering on the Indonesian island of Bali for 11 days of debate on ways to deal with climate change.

Beginning Monday, delegates will discuss the replacement of the Kyoto Protocol, which expires in 2012. Indonesian Environment Minister Rachmat Witoelar told VOA he expects the Bali meeting will achieve more comprehensive results than Kyoto.

The 1997 accord required industrialized nations to reduce greenhouse gas emissions, but exempted developing nations such as China and India. The United States never formally signed the accord.

The Kyoto Protocol focused in part on preserving and enhancing forests, which absorb carbon dioxide - a major greenhouse gas. But environmentalists are concerned that forests are being cut down to plant crops for biofuels.
