언론인 보호 위원회, 언론 자유에 기여한 기자 4명 표창 (E)


미국 뉴욕에서는 20일밤 일반 독자들에게 중요한 소식을 전하기 위해 생명의 위험까지 불사했던 4명의 언론인들에게 경의를 표하기 위한 시상식이 거행됩니다. 국제 언론인 권익단체인 ‘언론인 보호 위원회,’ 약칭 CPJ가 제정한 이 상은 언론계와 언론의 자유에 기여한 지대한 공헌을 기린다는 취지를 담고 있습니다.

언론활동은 이제 단순히 전쟁중인 나라들만이 아니라 다른 여러 나라들에서 매우 위험한 분야가 되었습니다. 기자권익 단체인, ‘언론인 보호위원회,’ 약칭 CPJ는 올해 들어서만도 취재중에 또는 보도내용때문에 고의적인 표적 암살로 목숨을 잃은 기자들의 수가 58명에 이른다고 밝혔습니다.

이런 현실을 가장 잘 알고 있는 언론인은 러시아의 유력신문, ‘노바야 가제타’ 의 창간인이자 수석편집인인, ‘드미트리 무라토프’ 씨 일 것입니다. 함께 일했던 기자 3명이 목숨을 잃었고 그들중에는 지난해 피살된 ‘아나 폴리트코프카야’씨가 있습니다. ‘폴리트코프스카야’씨는 체츠니야 공화국에서의 분쟁을 집중 추적하고 또 블라디미르 푸틴대통령에 비판적인 보도로 국제사회에 널리 이름이 알려졌었습니다.

그러나 공갈협박에도 불구하고 러시아언론계에서는 보기 드물게 ‘무라토프’씨는 여전히 러시아정부에 비판적인 시각을 포기하지 않는 가운데 신문발행을 계속하고 있습니다. CPJ의 죠엘 싸이몬 사무국장은 러시아에서 한때 크게 활성화되었던, 공개토론과 다양한 시각을 적극 표출하는데 주력했던 독자적 언론들이 줄어들고 있다고 지적합니다.

특히 텔레비젼방송은 현재 철저히 크렘린당국의 통제하에 놓여있고 현재 남아있는 소수의 독자적인 언론매체들의 하나가 무라토프씨가 발행하는 ‘노바야 가제타’라는 것입니다. 이 신문은 러시아 정부의 활동을 면밀히 감시하고 열정적으로 보도활동을 벌이고 있다면서 사이몬씨는 그때문에 가혹한 댓가를 치루고 있다고 지적했습니다.

한편, 멕시코 언론인들은 조직범죄와 불법 마약거래 그리고 북부 여러주정부들의 부패상에 관해 보도할때, 늘 위험에 직면하고 있습니다. 시사 주간잡지, ‘제타’지의 ‘아델라 나바로 벨로’기자는 끊임없이 생명의 위협을 받는 가운데 제타 신문사 동료기자들중 2명이 암살당했음에도 불구하고, 심층 추적 보도활동을 계속하고 있습니다. ‘나바로’씨는 최근 통역을 통해 두려움과 폭력적인 분위기가 멕시코의 언론활동을 저해하고 있다고 말했습니다.

취재활동은 경호원이나 방탄조끼를 필요로 하지 않는 다는 것입니다. 길거리에서 그리고 공개장소에서 자유롭게 보도 활동이 이루어져야 할것이라고 나바로씨는 역설했습니다.

파키스탄에서는 현재 발효중인 국가 비상사태하에 언론 매체들에 대한 심각한 규제조치가 시행되고 있고 이미 많은 언론 매체들이 폐쇄당했습니다. 이들 가운데 가장 만은 시청자들을 확보했던 독자적인 ‘쥐오 TV’와 ‘Ary One World’도 있습니다. ‘Ary One ’ 방송사의 부국장인 ‘마자르 압바스’씨는 ‘쥐오 TV’와 ‘Ary One World’가 폐쇄당한 것은 가장 높은 시청률을 보인데다 정부에 매우 비판적이었기 때문이라고 말합니다.

압바스씨는 언론들의 보도내용을 규제하기 위해 정부가 발표한 ‘행동 규약’에 그 두 TV 방송사들이 서명하지 않았다고 지적했습니다. 만약 내년 일월로 예정된 총선거와 때맞추어 이 두 방송사의 활동이 재개되지 않는다면 파키스탄인들은 자유롭게 논평할수 없는 방송사들에만 의존해야 하지 않을까 압바스씨는 우려합니다.

네번째 수상자는, 중국의 ‘가오 친롱’기자로, 개간사업의 부정을 고발한 공적을 인정받았습니다. CPJ의 ‘죠엘 싸이몬’씨는 가오씨의 기사들은 진정으로 훌륭한 추적 보도였지만 당연히 주어졌어야 할 언론상은 커녕, 가오기자는 8년 징역형을 선고받았다고 지적했습니다.

가오기자는 이미 8년형을 마치고 지난해 석방되었습니다. 그러나 중국정부는 가오기자에게 여권을 발급하지 않았고 이때문에 가오씨는 20일 저녁 시상식에 참석할수 없게 되었습니다. 싸이몬씨는 가오기자가 뉴욕을 방문해 직접 상을 받을때까지 CPJ가 상패를 보관할 것이라고 말했습니다.

The press freedom organization Committee To Protect Journalists is honoring four international journalists for their work around the world. The committee is dedicated to protecting the freedom of journalists to report the news. VOAs Carolyn Presutti has the profiles of this year's winners.

Journalists are driven by the public's right to know. They often put their lives and freedom on the line to report the news. It is in this spirit that four journalists have won the 2007 International Press Freedom Awards.

Dmitry Muratov is the editor of the Russian ewspaper Novaya Gazeta. His paper uncovered a flamethrower used at the Beslan school hostage massacre. His investigative reporter Anna Politkovskaya wrote articles critical of the Chechen conflict before she was shot dead. He appeals to serious readers.

"The people who are interested in democratic values, who believe the society must control the government, not the other way around," says Muratov.

Adella Navarro Bello's magazine, Zeta, covers crime along the U.S.-Mexican border. She says she works in a war zone of corruption. Two of her managers have been murdered, yet she continues to publish. "As journalists, we are at risk because the government doesn't do anything,” she says. “If the journalist is affected or attacked, the government does nothing at all."

Protests broke out when Pakistani President Pervez Musharraf declared a state of emergency on November 3rd. Mazhar Abbas's Ary One World Television was shut down, regardless of his arguments to stay on the air. "We tried to say it's a newborn electronic media in Pakistan,” says Abba, “hardly four to five years back, and you have to accept this and let the media organization decide among themselves what kind of code of conduct they should follow."

There is one journalist missing from the winners. The committee says reporter Geo Qinrong of China exposed a corrupt irrigation project.

Joel Simon, Executive Director of the Committee to Protect Journalists explains. "This was a terrific story, but instead of getting a journalism award, which he fully deserved, he got eight years in jail."

Geo served his sentence, but China did not grant him a passport to travel to the U.S. These award-winning journalists will appear at a black tie banquet Tuesday (November 20th) in New York City, where they will be honored for reporting the news despite the obstacles each faced.
