무샤라프 대통령, '파키스탄 총선 1월 9일 이전' (E)


파키스탄의 페르베즈 무샤라프 대통령은 의회 총선이 내년 1월 9일 이전에 실시될 것이라고 밝혔지만 국가비상사태 해제 날짜는 제시할 수 없다고 말했습니다.

무샤라프 대통령은 11일 전국과 지방 의회는 앞으로 몇일 안에 해산될 것이라고 말했습니다.

무샤라프 장군은 또한 민선 대통령으로 취임할 것이라면서 육군참모총장 직을 포기할 것이라고 다짐했습니다. 그러나 그는 법원들이 최근 자신의 재선 도전들에 대한 심리를 마치기 전까지는 그같은 다짐을 이행할 수 없다고 덧붙였습니다.

무샤라프 대통령은 국가비상사태는 자유롭고 공정한 총선을 보장할 것이라고 말했습니다.

당국자들은 국가비상사태에 항의한 수천명의 시위자들을 검거했으며 이들중 대부분은 야당을 위한 운동가들입니다. 앞서 11일 무샤라프 대통령은 민간인들에 대해 광범위한 혐의에 관한 재판을 할 수 있는 권한을 군법원에 부여했습니다.

한편 베나지르 부토 전 총리는 이슬라마바드에서 13일에 거행될 예정인 반정부 시가 행진에 앞서 11일 라호레에 도착했습니다. 부토 전총리는 기자들에게 무샤라프 대통령의 총선 실시 발표는 긍정적인 첫 단계라고 평가했습니다.

한편, 미국의 콘돌리자 라이스 국무장관은 육군참모총장직에서 사임하고 총선을 실시하겠다는 파키스탄의 페르베즈 무샤라프 대통령의 선포를 환영했습니다.

라이스 장관은 11일 미국의 한 텔레비전 방송과의 회견에서 무샤라프 대통령의 이 두 조치들은 파키스탄이 민주주의 진로로 복귀하기 위한 필수적인 것이라고 강조했습니다. 그러나 라이스 장관은 무샤라프 대통령이 일주일 전에 내린 국가비상사태령은 해제할 필요가 있다고 덧붙였습니다.

라이스 장관은 현재 검토 중인 파키스탄에 대한 미국의 경제지원과 관련해 경제 지원의 대부분은 극단주의에 맞서 싸우고 경제와 교육의 개혁을 위한 프로그램들을 위해 쓰이고 있다고 말했습니다.

라이스 장관은 부시 행정부가 무샤라프 대통령에 대해 너무 관대한 태도를 보이고 있다는 비난을 일축하면서 파키스탄은 미국의 우방이며 동맹국임도 재천명했습니다.

Pakistani President Pervez Musharraf says parliamentary elections should be held before January ninth, but he cannot give a date for the end of emergency rule.

General Musharraf said today (Sunday) that Pakistan's national and provincial assemblies will be dissolved in the coming days (November 15th and 20th).

He also vowed to take the oath of office as a civilian president and give up his military position. But he said he cannot do so until the courts finish hearing challenges to his recent re-election.

General Musharraf has dismantled the Supreme Court and accused ousted chief justice Iftikhar Chaudhry of corruption. Judges on newly formed courts had to take an oath to the provisional constitution, and they are considered to be sympathetic to General Musharraf.

The Pakistani leader said emergency rule will ensure elections are free and fair.

Authorities have arrested thousands of demonstrators who have been protesting emergency rule, many of them activists for opposition political parties. Earlier today, General Musharraf gave army courts the power to try civilians on a wide range of charges.

Meanwhile, former Prime Minister Benazir Bhutto arrived in Lahore today (Sunday) ahead of Tuesday's planned protest march from the city to Islamabad. Ms. Bhutto told reporters that General Musharraf's announcement of elections is a "first positive step."

U.S. Secretary of State Condoleezza Rice has welcomed Pakistani President Pervez Musharraf's declaration that he plans to step down from his military post and hold parliamentary elections.

In a television interview today (Sunday, on ABC's "This Week with George Stephanopoulos,") Rice said both steps are essential to getting Pakistan back on a democratic path. But she said General Musharraf needs to lift the state of emergency he imposed a week ago.

Rice said the situation in Pakistan is not perfect and that the United States is standing by Pakistan and its people.

On the subject of U.S. financial aid to Pakistan, which has been under review, Rice said the assistance has largely gone to programs to battle extremism and reform the economy and education.

Secretary Rice rejected criticism that the Bush administration has been too lenient on General Musharraf, and she reiterated that Pakistan is a friend and an ally.
