김영일 총리는 지난 6년간 캄보디아를 방문한 북한의 최고위 관리입니다. 북한 고위관리의 해외국가 순방은 매우 드문 일로, 김 총리는 이번순방중에 이미 베트남을 방문했고 앞으로 말레이지아,와 라오스도 방문합니다.
한편 지난달 참 프라시드 캄보디아 상무장관은 북한이 캄보디아와의 무역 증진에 관심을 갖고 있으며, 이는 국제사회의 제재로 인한 손실을 보충하기 위한 것이라고 말한 바 있습니다.

North Korea and Cambodia have signed trade and investment agreements during a visit to Phnom Penh by North Korean Prime Minister Kim Yong Il.
Mr. Kim oversaw the signing of the deals today (Thursday) with Cambodian Prime Minister Hun Sen.
The North Korean official is also scheduled to hold talks with Cambodia's retired king, Norodom Sihanouk, during his four-day visit.
Mr. Kim is the highest-ranking North Korean official to visit Cambodia in six years. The trip is part of a rare foreign tour that includes stops in Vietnam, Malaysia and Laos.
Last month, Cambodia's commerce minister (Cham Prasidh) suggested North Korea was interested in fostering trade ties with Phnom Penh to offset sanctions imposed on the communist state.
