‘권위주의 정치, 라틴아메리카 빈곤 심화시킨다’ - 라이스 장관 (E)


미국의 콘돌리자 라이스 국무장관은 대부분의 라틴 아메리카 정부들이 사회 정치 경제 개발에는 민주체제가 필수적이라는데 동의하지만, 아직도 일부 소수의 국가들은 이미 시도되었다가 실패로 입증된 국가 통제주의를 추구하고 있다고 지적했습니다.

라이스 장관은, 오늘날 라틴아메리카지역에는 권위주의적인 정치와 국가운용 경제체제의 미래를 향해 나아가려는 일부 국가들이 있지만, 사실 이것은 빈곤과 불행을 심화시키는 오랜 역사의 퇴행적인 사안이라고 말했습니다.

라이스 장관은, 오늘날 미주대륙에서는 루이스 이나시우 룰라 다 실바 브라질 대통령과 타 바레 바스케스 우루과이 대통령, 알바로 우리베 콜럼비아 대통령, 알란 가르시아 페루 대통령, 마르틴 토리호스 에스피노 파나마 대통령, 펠리페 칼데른 멕시코 대통령과 같은 책임있는 민주 지도자들이 이끄는 진정한 혁명이 일어나고 있다며, 이들의 민주 정부와 좌파이건 우파이건 간에 다른 형태의 정부들은 자유시장과 경제성장, 민주주의를 통해 모든 사람들에게 기회를 창출한다는 범미주 대륙의 합의를 심화시키고 있다고 말했습니다.

라이스 장관은 이것은 최근 몇년간 일어나고 있는 현실이지만, 요즘들어 자주 듣게 되는 이른바 좌경화 된 정부는 그렇지 않다고 지적했습니다.

라이스 장관은, 권위주의는 자유시장 민주주의와 경합하는 개념이지만, 시장위주 민주체제는 성공으로 이끌지만, 권위주의는 실패로 이끌기 때문에 대안이 될 수 없다고 말했습니다.

라이스 장관은 또한 미주대륙에서 권위주의를 통해 빈곤과 불평등을 완화한다는 것은 중력의 법칙을 무시하는 것과 같다며, 한가지 문제는 실패한 이 사상이 미주대륙에서 얼마나 많은 해악을 남기느냐 하는 것이라고 말했습니다.

라이스 장관은 일반적으로 보다 많은 접촉과 협력, 그리고 미국과의 교역증대를 원하는 책임있는 민주주의를 지지할 것인지의 여부는 전적으로 미국에 달렸다고 덧붙였습니다.

U.S. Secretary of State Condoleezza Rice says that while most governments in Latin America agree that democracy is essential for social, political, and economic development, a few are pursuing a tried-and-failed statism:

There are some in the region today who want to shove toward a future of authoritarian politics and state-run economies. In truth, this is a backward-looking agenda with a long history of deepening poverty and misery. The real revolution in the Americas today is being led by responsible democratic leaders, like [Chilean President Michelle] Bachelet and [Brazilian President Luiz Inacio] Lula [da Silva], [Uruguayan President Tabar靠Vằuez and [Colombian President ?varo] Uribe, [Peruvian President Alan] Garcia and [Panamanian President Mart? Torrijos, [Mexican President Felipe] Caldernd [El Salvadoran President Antonio] Saca. Their democratic governments, and many others, from left to right, are deepening the Pan-American consensus on creating opportunity for all through free markets, economic growth, and democracy.

This, says Ms. Rice, is the real story of recent years: not the so-called 'Left Turn' that we hear so much about:

Authoritarianism may be a competing idea with free-market democracy, but it is not an alternative vision -- because one leads to success, the other leads to failure. Trying to alleviate poverty and inequality in the Americas through authoritarianism is like trying to defy the laws of gravity. The only question is how much harm this assignments.neb-wire failed idea will do to our region.

In large part, says Secretary of State Rice, the answer lies with us -- in whether we support responsible democracies that want more engagement, more partnership, and more trade with the United States, not less.
