Turkey's defense minister says his government is developing contingency plans for sending troops into northern Iraq to pursue Kurdish insurgents linked to the killing of Turkish soldiers.

But Vecdi Gonul told reporters today (Sunday) after talks in Ukraine with U.S. Defense Secretary Robert Gates that cross-border incursions are not imminent.

The 30-minute meeting in Kyiv between the two defense chiefs was called to ease growing Turkish frustration over what Ankara says is the inability of U.S. and Iraqi forces to stop Kurdish attacks inside Turkey.

Ahead of the meeting, Gates encouraged Turkey to gather intelligence pinpointing the locations of Kurdish fighters in northern Iraq, so that appropriate military action can be taken.

Meanwhile, Iraqi President Jalal Talabani has appealed to Kurdish rebels to lay down their weapons as clashes between rebels and Turkish troops continue.

Mr. Talabani, a Kurd, today (Sunday) called for rebels to adopt peaceful methods or leave Iraqi Kurdistan.

During a joint press conference with the president, the leader of Iraq's autonomous Kurdish region, Massoud Barzani, said his people will defend themselves if attacked by foreign forces.

Earlier, Iraqi officials reported shelling from Turkish forces towards villages in northern Iraq. No casualties were reported.

The Turkish military says the violence erupted when Kurdish rebels attacked an army unit this morning (near the town of Yuksekova) in Hakkari province, near the Iraqi border, killing 12 soldiers. It says Turkish forces then launched a counteroffensive.

The army says its troops have killed 32 Kurdish rebels in the continuing fighting.

The U.S. ambassador to Turkey, Ross Wilson, said he was shocked by the rebel attack. In a statement, Wilson expressed his commitment to work with Turkey to eliminate the terrorist threat of the rebels with the Kurdistan Workers' Party, or PKK.
