The U.S. Senate Intelligence Committee has approved a bill that adds restrictions on the government's domestic surveillance program.
The bill, which was approved Thursday by a vote of 13 to two, allows for greater oversight of the program by a special intelligence court. The court would also have to approve surveillance of U.S. citizens living oversees.
The measure includes a provision that grants immunity for U.S. telecommunications firms that assist the government with the program. The provision was added after the Democratic and Republican leaders of the committee reached an agreement with the Bush administration.
The full Senate must still approve the bill, but Democratic Senator Christopher Dodd (of the northeastern state of Connecticut) says he will put on a procedural "hold" on the bill due to objections to the immunity provision.
