역사적인 남북정상회담 이틀째인 3일 한국의 노무현 대통령과 김정일 국방위원장은 두 차례 정상회담을 가졌습니다. 지난 2000년에 이어 7년 만에 열린 이 회담에서 두 지도자는 한반도 평화정착과 경제협력, 화해와 협력 등 남북관계 전반에 대해 폭넓게 논의했습니다. 두 지도자는 4일 오전 이번 회담의 성과를 담은 공동선언을 발표할 예정입니다. 한편, 김 위원장은 정상회담 도중 노 대통령에게 하루 더 회담을 연장하자고 제안했다가 나중에 이를 철회해 여러 가지 추측을 불러일으키기도 했습니다. 이연철 기자가 보도합니다.
노무현 대통령과 김정일 국방위원장은 3일 오전 9시 34분부터 11시45분까지, 그리고 오후 2시45분부터 4시25분까지 두 차례 정상회담을 가졌습니다.
약 4시간 가량 이어진 회담에는 남측에서 권오규 경제부총리와 이재정 통일부 장관, 김만복 국가정보원장, 백종천 청와대 안보실장이, 그리고 북측에서는 김양건 통일전선부 부장만이 배석했습니다.천호선 한국 청와대 대변인은 두 지도자가 두 차례에 걸친 회담에서 충분하고 솔직한 대화를 나눴고 좋은 성과가 있었다면서, 노 대통령이 회담 결과에 만족하고 있다고 말했습니다.
천 대변인은 회담이 빨리 합의에 이를 수 있었던 것은 두 정상이 굉장히 적극적인 자세로 회담에 임했기 때문이라고 설명하면서, 합의 내용은 선언의 형식으로 발표될 예정이며 4일 오찬 전에 발표할 수 있을 것으로 보인다고 말했습니다. 이와 관련해 청와대의 한 관계자는 두 정상이 참석한 서명식이 있을 것으로 보인다고 말했습니다.
천 대변인은 선언문에 담길 구체적인 내용에 대해서는 밝히지 않았지만, 한반도 평화정착, 경제협력, 화해와 협력 등 각 분야에서 일정한 성과가 있었다고 말했습니다.
한편, 김 위원장은 오후 회담 중에 노 대통령에게 평양 체류 일정을 하루 더 연장할 것을 전격 제안해 노 대통령을 당황하게 만들었습니다.
노 대통령은 즉각적인 답변을 피한 채 참모들과 상의해서 결정하겠다고 대답했습니다. 결국 계속된 회담 과정에서 두 정상은 노 대통령이 당초 일정대로 4일 서울로 돌아가기로 결정했습니다.
김 위원장은 회담이 끝날 무렵 충분한 대화를 나눴으니 회담을 연장하지 않아도 되겠다며 자신의 제안을 거둬 들였습니다. 하지만, 김 위원장이 스스로 제안을 철회했는지, 아니면 노 대통령이 김 위원장의 제안을 거부했는지는 아직 불분명한 상황입니다.
이런 가운데, 김 위원장이 정상회담 일정을 연장하자고 제안했을 때 남북한의 정치체제가 다르다는 점이 분명하게 드러났습니다.
보좌관들과 협의를 해야만 한다는 노 대통령 말에
김 위원장은 대통령이 그런 문제도 결정하지 못하느냐고 물었습니다.
이보다 앞서, 김 위원장은 노 대통령이 평양에 도착했을 때 직접 영접해 준 것에 대해 감사를 표시하자 이례적으로 자신의 건강에 관해 언급했습니다.
김 위원장은 환자도 아닌데 집에서 뻗치고 있을 필요가 없다는 농담을 건넸습니다. 앞서 한국 언론들은 노 대통령을 영접하던 김 위원장의 모습이 지난 2000년 당시와 크게 달랐던 것과 관련해, 김 위원장의 건강이 좋지 않을 것이라고 추측했었습니다.
한편, 노 대통령은 정상회담을 마친 후 저녁에는 8시부터 1시간 30분 동안 대동강 능라도 5월1일 경기장에서 거행된 북한의 집단체조 아리랑 공연을 관람했습니다. 이어 노 대통령은 밤 10시부터 인민문화궁전에서 김영남 상임위원장 등 북한 측 인사 1백30명을 초청해 답례만찬을 주재했습니다. 노 대통령은 만찬사에서 경제협력 문제를 강조한 반면, 김영남 위원장은 답사를 통해 우리민족끼리의 정신을 다시 한 번 강조했습니다.
이런 가운데 김 위원장은 당초 예상과는 달리 노 대통령의 아리랑 공연 관람에 동행하지 않았고, 노 대통령의 답례만찬에도 참석하지 않아 그 배경에 대한 궁금증을 자아냈습니다.
노 대통령은 4일 오전에 김정일 위원장이 주최하는 환송 오찬에 참석한 뒤, 바쁜 일정 때문에 연기됐던 기념식수를 한 후 육로를 통해 서울로 돌아갈 계획입니다. 서울로 가는 길에

South Korean officials say a summit between the leaders of North and South Korea will wrap up as scheduled, despite an extension offer by the North. TEXT: South Korean officials say President Roh Moo-hyun will head back home to Seoul as planned Thursday from his meeting North Korean leader Kim Jong Il.
The two leaders are expected to conclude their three-day summit Thursday morning with a joint statement, despite an offer by Kim Jong Il Wednesday to have the South's president stay a bit longer.
Kim Jong Il invites Mr. Roh to engage in an additional day of summit talks.
Mr. Kim later was quoted as saying the extra day would be unnecessary. It is not yet clear whether the North Korean leader withdrew the extension offer on his own, or the South's president declined the invitation.
President Roh arrived in Pyongyang Tuesday for the first inter-Korean summit in seven years. The two countries remain technically at war, 57 years after the North invaded the South. Mr. Roh says he wants to replace the 1953 armistice that ended fighting with a more permanent agreement.
Cameras captured several exchanges between the two leaders as they met Wednesday. Sound quality was poor, because microphones were kept at a distance. But the world did get a rare glimpse of the North's reclusive leader.
When Mr. Roh thanked Kim Jong Il for greeting him personally when he arrived in Pyongyang, Mr. Kim offered a rare comment on his physical health.
Kim Jong Il jokes, "I am not a sick patient, and I don't need to be loafing around the house all day." South Korean media have speculated that Mr. Kim is in poor health.
A separate exchange following Mr. Kim's offer of a summit extension illustrated a difference in the two countries' political systems.
President Roh says he has to check with his advisors about the North Korean leader's proposal. Mr. Kim responds, "Cannot the president decide that on his own?"
Absolute political power rests in Kim Jong Il's hands in the North Korean system.
President Roh presented Mr. Kim with several dozen South Korean movie DVDs Wednesday - a gift political analysts say is ironic, because North Korean citizens are prohibited from viewing such materials.
For the past five years, President Roh has sought to engage the North with a policy of maximum generosity and minimal public criticism. Critics say hundreds of millions of dollars in South Korean aid and investment in North Korea have produced little in return, and failed to prevent the North from testing a nuclear weapon last year.
South Korean and Chinese authorities announced a new breakthrough Wednesday in multi-national efforts to end the North's nuclear weapons programs. Delegates to six-nation talks on the nuclear issue released a joint declaration calling for North Korea to completely disable all of its existing nuclear facilities by December 31st.
China, South Korea, Japan, Russia and the United States are offering the North financial, diplomatic, security and energy benefits if it gives up its nuclear programs.
