중국 관영 신화통신은 국무원이 21일, 음악회와 전시회, 불꽃놀이 등 천명 이상이 모이는 모든 집회는 주최자가 사전에 당국의 허가를 받도록 의무화하는 새로운 일련의 규정들을 채택했다고 보도했습니다. 주최측은 행사 20일 전에 공안당국의 집회 허가를 받아야 합니다.
사전에 보안 허가를 받지 않을 경우, 최고 4만달러의 벌금을 물게 됩니다.
신화통신은 대규모 집회는 국민의 생명과 안전을 위태롭게 하는 대형 사고로 번질 수 있다고 한 익명의 국무원 관계자의 말을 인용, 보도했습니다.
신화통신은 중국에서 해마다 약 3억명의 사람들이 1만4,000여건의 각종 집회에 참가한다고 말했습니다.

China has passed stricter rules tightening government control of all large gatherings of people.
China's state media report that the State Council (China's Cabinet) adopted a new set of regulations Friday that require organizers to get permission for all events involving more than one thousand participants, including concerts, fairs and even fireworks displays. Organizers must request permission from security departments 20 days in advance of the event.
Xinhua quotes an unnamed State Council official as saying that mass gatherings have led to major incidents that have jeopardized people's lives and security.
The report said about 300 million people in China take part in more than 14-thousand such gatherings each year.
Failing to secure permission can result in fines of up to nearly 40-thousand dollars.
