The leaders of the panel that investigated the September 11th, 2001 terrorist attacks say the United States is still not fully safe from terrorism.

In an opinion piece published in "The Washington Post," Thomas Kean and Lee Hamilton say the U.S. has made progress in its ability to detect, prevent, and respond to terrorist attacks.

But they say U.S. actions including the invasion of Iraq have contributed to what they call a rising tide of radicalization and rage in the Muslim world. They say young Muslims with no jobs increasingly see the United States as an enemy of Islam.

Among their recommendations, Kean and Hamilton suggest that the U.S. shut down the Guantanamo Bay prison facility.
