연례 아시아 태평양 경제협력체 (APEC) 정상회의가 오는 8일부터 호주 시드니에서 열리는 가운데, 시드니 안팎의 경계가 크게 강화됐습니다. 호주정부는 개최도시인 시드니에 5천명 이상의 경찰과 군인을 배치하는 등 전례없는 비상 경계조치를 취하고 있습니다. 좀 더 자세히 전해드립니다.
호주는 아시아 태평양 경제협력체 (APEC)정상회의 개최날짜가 가까워짐에 따라 전례없이 보안조치를 강화하고 있습니다. 이번 에이펙 정상회의는 호주에서 개최된 국제 회의 가운데 가장 규모가 큰 것입니다.
이번 시드니 APEC 정상회의에는 미국의 조지 부시 대통령과 한국의 노무현 대통령을 비롯해, 러시아의 블라디미르 푸틴 대통령, 중국의 후진타오 주석, 일본의 아베 신조 총리 등 21개국 정상이 참석합니다.
호주 정부 당국은 시위자들의 접근을 막기 위해 회담장 주변에 5 킬로미터에 달하는 철제 장벽을 설치했으며, 시위자들을 대거 체포하는 사태에 대비해 유치장을 비워뒀습니다. 또한 경찰과 군인들에게는 시민들을 불러세워 검문할 수 있는 새로운 권한이 부여됐습니다.
테러 공격에 대비해서도 강경한 조치가 취해지고 있습니다. 해군 선박이 시드니 항을 경계하는 가운데 블랙호크 헬기와 전투기가 시드니 상공을 정찰 비행할 계획입니다. 또한 회의 기간 동안에는 항공기들의 시드니 상공통과가 금지되며, 시드니 항을 드나드는 여객선들은 감시를 받게됩니다.
뉴 사우스 웨일즈 경찰 부국장인 앤드루 시키피오니 씨는 에이펙 정상회의 개최 준비가 잘 돼있다고 본다고 말했습니다.
시키피오니 씨는 이번 APEC 정상회의는 호주 역사상 최대 규모의 보안조치가 필요한 행사라면서, 그렇기 때문에 이같이 예외적인 조치들을 취하고 있다고 말했습니다. 테러위협이 증가하고 회담장 주변에서 시위가 벌어질 가능성이 크기 때문이란 것입니다. 그러므로 호주가 주최한 행사들 가운데 필요한 치안조치 면에서 최대의 행사라고 시키피오니 씨는 말했습니다.
시드니에서 에이펙 정상회의가 열리는 동안 수천명이 자신들의 주장을 내세우기위한 시위를 벌일 계획입니다. 학생과 무역 노조, 좌파 운동가들은 에이펙 정상회의가 열리는 1주일 동안 일련의 시위와 집회를 열 계획입니다. 특히 에이펙 21개 회원국 지도자들의 첫 날 회의가 열리는 오는 8일에는 수천명이 참가하는 가운데 가두 시위가 벌어질 것으로 예상되고 있습니다.
시위 주최자들은 평화적인 방법으로 의견을 표시할 것이라고 말하고 있으나, 경찰은 폭력사태가 발생할 것에 대비하고 있습니다. 많은 시드니 시민들은 에이펙 정상회의를 앞두고 도로가 폐쇄되는 등 치안강화로 인한 불편을 느낀다며 불만을 나타내고 있습니다.

More than five thousand police officers and troops will be deployed throughout Australia's biggest city, Sydney, for next month's Asia-Pacific Economic Cooperation (APEC) summit. It is the biggest security operation Australia has ever seen. From Sydney, Phil Mercer reports.
Australia is putting on an unprecedented show of force as APEC approaches.
It is the biggest international conference the country has ever held. Twenty-one world leaders are expected to attend, including U.S. President George Bush, his Russian and Chinese counterparts and the Japanese Prime Minister.
APEC has turned parts of central Sydney into no-go areas. A protected zone fences off the Opera House, where many of the APEC meetings will take place, and some of the larger hotels where delegates will be staying.
A five-kilometer steel fence is being built to protect key sites from protesters and Australian police have cleared jail cells to make way for any mass arrests. Officers have been given new powers to stop and search citizens.
There will be strict counter-terrorism measures too.
Navy ships will guard Sydney harbor while in the skies overhead Blackhawk helicopters and fighter jets will be on patrol.
Aircraft will be barred from flying above the city and harbor ferries will be monitored.
The New South Wales Deputy Police Commissioner Andrew Scipione believes Sydney is well prepared to host such a high profile event.
"This is the biggest security event that's ever been hosted in the history of Australia, which is why we are going to the extraordinary lengths that we are. At a time when we are living in heightened times of terrorism and certainly there is significant protest activity around. So yes, this is definitely the biggest event of its type ever hosted here in Australia."
Thousands of protesters are planning to voice their feelings during the APEC summit.
Various groups including students, trade unions and other left-wing activists are planning a series of demonstrations and rallies during the weeklong APEC meetings.
The largest protest is expected to draw thousands of people onto the streets on September the 8th, the first day of talks among APEC's 21 leaders.
Organizers have insisted they want to make their point peacefully but the police are preparing for violence.
Many residents have complained about the road closures and the cost of security.
APEC promotes trade and economic coordination along the Pacific Rim.
