반기문 유엔 사무총장은 16일 아프리카 차드와 중앙 아프리카 공화국에 유엔평화유지군을 보내는 방안을 제시했습니다.
반 총장은 이날 유엔과 유럽연합이 공동으로 1만여명의 평화유지군을 아프리카에 파견하는 방안을 담은 보고서를 유엔 안전보장이사회에 제출했습니다. 반 총장은 또 피난민 보호를 위해 유엔이 차드에 현지 경찰력을 배치하는 방안도 제시했습니다.
유엔이 평화유지군을 보내려는 것은 수단 남부에서 20여만명의 피난민이 이웃 차드로 밀려들고 있기 때문입니다.
10년이상 수단 남부 다르푸르에서 유혈사태가 계속되자 현지 주민들은 인접국인 차드로 밀려들고 있습니다.
유럽연합측은 차드에 평화유지군을 보내자는 유엔의 구상에 긍정적인 입장입니다. 유럽연합은 지난달 평화유지군 파견을 승인했습니다.

U.N. Secretary-General Ban Ki-moon has recommended a joint United Nations-European Union peacekeeping force in Chad and the Central African Republic (C.A.R.).
The plan, made public Thursday, calls for peacekeepers to protect refugees and civilians threatened by local fighting and the conflict in the neighboring Sudanese region of Darfur.
The European Union would provide military forces to serve with Chad forces on the border for at least a year.
Last month, the European Union endorsed a proposal to send troops to the violent border area to support U.N. police.
Thousands of refugees have fled Darfur for Chad and the C.A.R. since fighting broke out in the region four years ago.
The top U.N. official in Chad, Kingsley Amaning, says Chad's military operations have weakened the state's ability to protect refugees.
