한국과 미국, 북한 수해 긴급지원 발표


최근 발생한 홍수로 큰 곤경에 처한 북한을 돕기 위해 한국과 미국, 그리고 국제기구가 속속 나서고 있습니다. 특히 미국은 3년만에 처음으로 북한에 인도주의적 지원을 한다고 밝혔습니다. 최원기 기자가 자세한 소식 전해드립니다.

지난 7일부터 쏟아진 무더기 비로 심각한 인명과 재산피해를 입은 북한주민들을 돕기 위해 각국 정부와 국제기구가 발빠르게 움직이고 있습니다. 특히 미국은 17일 북한 수재민을 돕기 위해 10만 달러 규모의 인도주의적 지원을 하기로 결정했다고 발표했습니다. 미국 정부가 북한을 직접 지정해 인도적 지원을 하는 것은 지난 2005년 이래 처음입니다.

서울주재 미국대사관의 헨리에타 포어 처장대리는 이날 미 정부가 민간구호단체인 머시 코어 등을 통해 담요와 식수 등을 지원할 것이라고 밝혔습니다. 이번 지원 규모는 한국 돈으로 9천4백만원 정도지만 앞으로 유엔의 대북 식량지원이 이뤄질 경우 미국도 대규모 지원에 동참할 가능성을 배제할 수 없는 것으로 보입니다.

한국 정부도 이날 북한에 대한 긴급 구호품 지원 계획을 발표했습니다. 라면,생수와 같은 식료품과 생활용품, 의약품 등 모두 71억원에 이르는 규모입니다.

이재정: “피해의 심각성과 국제사회에 대한 북한의 긴급구호 요청을 고려해 인도주의와 동포애적 차원에서 긴급구호 지원을 결정..."

한국의 이재정 통일부 장관은 이날 발표를 통해 북한 이재민의 어려움이 하루 빨리 해소되기를 바란다며, 대한 적십자사를 통해 긴급 구호물품을 지원할 계획이라고 말했습니다.

한국 민간단체들의 지원 움직임도 빨라지고 있습니다. 이랜드 복지재단은 오늘 담요와 의약품이 담긴 긴급구호 세트 3천 점, 4억원 어치를 내놨습니다. 국제 구호기구인 월드비전도 오는 20일 밀가루와 의약품 2억원 어치를 북한에 보낼 계획입니다.

국제기구들 역시 대북 지원에 적극 나서고 있습니다. 유엔 산하 세계식량계획 WFP는 16일 북한주민 50만명이 한 달 간 먹을 수 있는 긴급 식량 지원을 북한에 제안했습니다. WFP 아시아 사무국의 폴 리슬리 대변인은 ‘AFP 통신' 과의 인터뷰에서, 현재 이같은 제안에 대한 북한의 응답을 기다리고 있다고 말했습니다.

리슬리 대변인은 북한이 이 제안을 받아들일 경우 "즉각 국제사회에 지원을 호소할 것"이라고 밝혔습니다.

북한은 이번 큰 물 피해와 관련해, 과거와는 달리 `조선중앙텔레비전' 방송 등 관영 언론매체들을 통해 피해상황을 신속히 외부에 알리고 있습니다.

WFP 관계자들은 17일 수해가 극심한 북한 내 10개 지역을 둘러볼 예정입니다. 또 WFP는 북한 수재민을 돕기 위해 자신들이 북한 내에 저장하고 있는 식량을 긴급 구호물자로 공급할 것이라고 리슬리 대변인은 밝혔습니다.

한편 북한 당국은 지난 7일부터 내린 집중호우로 14일 현재 8만8천여 가구 30여만명의 이재민이 발생했다고 밝혔습니다.

북한 관영 `조선중앙통신'은 16일 "큰물 피해가 더욱 확대되고 있다"며 "14일 현재 평양시와 황해남북도, 평안남북도, 강원도, 함경남도 등의 전반적 지역에서 8만8천4백여 가구의 살림집이 완전 파괴되거나 부분 파괴, 또는 침수돼 30여만명의 주민이 피해를 입었다"고 전했습니다.

The United Nations reports massive flooding in North Korea has devastated the southern provinces, including the capital city and key agricultural regions. The U.N. reports that Pyongyang, in a departure from normal practice, has asked for international assistance to meet the emergency needs of the country's population. Lisa Schlein reports for VOA from Geneva.

North Korean officials call these the worst rains to have hit the country in 40 years. And they see no let up as more rain is forecast in the coming days.

Official reports say more than 220 people have died and the homes of over 350-thousand people have been destroyed or damaged, and tens of thousands of hectares of farmland have been flooded. Officials say there has been huge damage to roads, bridges, public buildings and other structures.

A U.N. team that did an initial assessment earlier this week has confirmed the serious situation being reported by the government. The World Food Program says it sent a rapid assessment team on Friday, with the permission of the government, to survey sites in eight flood-stricken areas.

On the basis of what already is known, WFP spokesman Simon Pluess says it appears there has been widespread flooding of arable land in the southern half of the country.
"It is important to know that the southern half of the country is the main food producing area. The area ... inundated is part of what is called the rice bowl. So, it is very fertile and important for the food security of North Korea. As you know, North Korea is a food deficit country and our fear is really that this year's floods will exacerbate the already food insecure situation in the country."

Pluess says the agency has four thousand tons of food available in the country, which can be rapidly distributed to flood victims. He says this is enough to begin immediately feeding some 350-thousand people.

The World Health Organization says it does not know whether there have been any outbreaks of disease in the flood areas. But WHO Spokeswoman, Fadela Chaib, says it is likely that outbreaks will occur and it is important to be prepared.

"When we are facing floods in any country ? the main problem will be water and sanitation because these problems will, without doubt, mean that we will have water and food-borne diseases like diarrhea, cholera and dysentery, etc."

Chaib says WHO has set up temporary clinics to help the sick. The U.N. Children's Fund reports it has pre-positioned supplies in government warehouses. Those supplies include kits of essential medicines and water.
