부시, 온실가스 대책회의 제안 (E)


미국의 조지 부시 대통령은 31일 오는 2008년말까지 지구 온난화의 주범으로 꼽히는 온실가스 감축 장기전략을 마련하기 위해 중국, 인도, 유럽연합 등 온실가스를 많이 배출하는 15개국에 대해 회의를 가질 것을 제안했습니다.

부시 대통령은 다음 주 독일에서 열리는 선진 8개국 정상회담 참석을 앞두고 행한 연설에서 이같이 밝혔습니다. 이번 정상회담에서는 세계적인 기후변화 문제가 주요 의제가 될 것으로 보입니다.

부시 대통령은 인도와 중국 등 경제가 급속히 팽창하는 개발도상국들도 온실가스 배출의 새로운 제한을 받게 될 국가에 포함되기를 바란다고 말했습니다.

부시 대통령은 또한 다른 나라들도 청정에너지 기술에 대한 수입관세를 철폐할 것을 촉구했습니다.

President Bush has proposed that 15 nations producing the most greenhouse gases set a goal by the end of 2008 to cut emissions tied to global warming.

Mr. Bush unveiled his proposal today (Thursday) in a speech prior to attending next week's meeting in Germany of the eight major industrial nations. Global climate change is expected to be a major topic at that meeting.

The president said he wants rapidly expanding economies, including India and China, to be among the nations that set new limits on greenhouse gas emissions.

He also called on other nations to eliminate tariffs on the import of clean energy technologies.

In addition, Mr. Bush called for a 20 percent reduction in gasoline consumption over the next decade, more use of nuclear power, and more use of hybrid cars. He also said he wants to bring leaders of several nations together over the next 18 months to share clean energy ideas. And he called for more use of renewable and alternative fuels by 2017.

In his speech, Mr. Bush did not embrace an idea that Germany is promoting at next week's G-8 summit to limit any increase in global warming to two degrees Celsius. Once the global temperature rose by that much, nations would have to take steps to reduce it.

The Bush administration has consistently rejected setting specific caps on carbon emissions as called for in the Kyoto Treaty, which the U.S. never ratified. Mr. Bush said he wants new long-term goals for reducing greenhouse gases when the Kyoto Treaty's protocols expire in 2012.
