부시 미국 대통령, 세계은행 총재후임에 로버트 죌릭 지명 (E)


조지 부시 미국 대통령은 30일 여자 친구에 대한 특혜 의혹을 둘러싼 논란의 와중에 물러나기로 한 폴 월포위츠 세계은행 총재 후임으로 로버트 죌릭 전 국무부 부장관을 임명할 예정입니다. 죌릭 전 부장관은 국무부 부장관에 앞서 부시 행정부 집권 1기 시절 미 무역대표부 대표를 지낸 경제전문가로, 현재는 뉴욕의 세계적인 증권회사인 골드먼 삭스사 고위 간부로 재직 중입니다.

올해 53살인 로버트 죌릭 신임 세계은행 총재 내정자는 변호사 출신으로, 미 행정부 고위직과 세계적인 금융기관의 고위 간부를 지낸 화려한 경력의 소유자입니다.

현재 뉴욕 소재 골드먼 삭스사 최고 경영자로 재직 중인 죌릭 씨는 지난 2005년 콘돌리자 라이스 장관이 이끄는 국무부의 부장관으로 임명돼 부시 행정부 2기 외교정책에 깊이 개입했습니다.

죌릭 씨는 국무부 부장관에 기용되기 전 부시 행정부 1기에서는 4년 간 미 무역대표부 대표로 미국의 대외무역 관련 정책을 총괄했습니다.

로버트 죌릭 씨는 국무부 부장관 재직시 수단 다르푸르 지역의 분쟁사태를 해결하는 데 상당한 노력을 기울였습니다. 그는 지난해 다르푸르에서 기자들에게 현지의 어려운 상황이 앞으로도 상당기간 계속될 것이라고 우려한 바 있습니다.

죌릭 씨는 다르푸르의 폭력사태가 크게 줄어들기를 바라지만 이를 확신할 수는 없다며, 불행하게도 다르푸르에서는 앞으로도 예측하기 어려운 상황이 계속될 것이라고 말했습니다.

죌릭 씨는 미국의 명문 하바드대학교 법과대학을 졸업했고, 제임스 베이커 씨가 재무장관과 국무장관으로 재직 중 측근 참모로 일했습니다.

이어 1991년과 1992년에는 조지 부시 전 대통령의 선진 7개국 G-7 정상회담 참석을 위한 준비를 책임졌고, 2001년에는 무역대표부 대표로서 세계무역기구 WTO의 도하라운드 협상을 시작하는 데 주된 역할을 맡았습니다.

워싱턴 소재 피터슨 국제경제연구원의 제프 스코트 연구원은 죌릭 씨가 1백85개 회원국으로 구성된 세계은행을 이끌 적임자라고 말했습니다.

로버트 죌릭 씨는 세계은행 총재직을 떠맡을 만한 충분한 지적 능력과 안목, 그리고 경험을 갖추고 있는 것으로 생각된다고 스코트 연구원은 말했습니다.

스코트 연구원은 특히 죌릭 씨는 무역대표부 대표 경험을 통해 많은 나라들의 개발과 관련한 문제에 대해 잘 알고 있을 것이라고 말했습니다. 죌릭 씨는 무역대표부 대표 시절 아시아와 아프리카, 라틴 아메리카 지역을 자주 방문해 현지의 국가원수들은 물론 재정, 무역 관련 고위 관계자들을 만났습니다.

미국은 세계은행 창설 이래 전통적으로 미국인을 총재로 지명해 왔고, 반면 국제통화기금 IMF는 유럽국가들이 총재 지명권을 갖는 방식으로 운영돼 왔습니다.

한편 폴 월포위츠 현 세계은행 총재는 여자친구에 대한 특혜 의혹을 둘러싼 논란에 휩싸여 5년의 임기 중 2년 만 채운 채 다음 달 말 총재직에서 물러나게 됐습니다.

월포위츠 총재는 국방부 부장관 시절 미국의 이라크 침공 계획을 주도한 강경파로, 취임 직후부터 세계은행 내 유럽 등 일부 회원국가들로 부터 거부감을 산 바 있습니다.

President Bush Wednesday is expected to nominate veteran US diplomat and trade expert Robert Zoellick to succeed Paul Wolfowitz as head of the World Bank. VOA's Barry Wood has more.

Bob Zoellick is a 53-year-old lawyer and former government official who is currently a top executive at Goldman Sachs, the respected New York securities firm. In 2005 and 06 Zoellick was deputy secretary of state and for four years before that was the United States Trade Representative.

While serving as Condoleezza Rice's principal aide, Zoellick spent considerable time trying to bring peace to the Darfur region of Sudan. In this 2006 conversation Zoellick spoke about the difficulties in Darfur.

"Do I hope there will be a considerable decline in violence? Yes," said Robert Zoellick. "Can I be certain? No. Will there be ups and downs and incidents? I expect sadly to say that there will be."

Zoellick has a law degree from Harvard. He served as an aide to James Baker at the U.S. Treasury and then at the State Department. In 1991 and 92 he was the (G7) economic summit planner of President George H.W. Bush. As trade representative he helped launch the now faltering Doha development round of multi-lateral talks in 2001.

Jeff Schott, a scholar at Washington's Peterson Institute of International Economics, says Zoellick would be a good choice to lead the 185-member nation World Bank.

"I think he certainly has the intellectual firepower and the vision and the experience to do so, yes," said Jeff Schott. "His previous experience as U.S. Trade Representative exposed him to the development problems of a number of countries. He traveled extensively in Asia, Africa and Latin America, met with heads of state, finance and trade ministers."

Paul Wolfowitz, an architect of the Iraq war while at the U.S. defense department, earlier this month was forced to resign as bank president only two years into his five year term. Wolfowitz's abrasive management style was unpopular with bank employees. He ran afoul of bank ethics guidelines in dealings with a female subordinate. Some experts call the Wolfowitz controversy the worst crisis in the bank's 60-year history.

The United States has always chosen the president of the Washington-based World Bank while a European has always led its sister institution, the International Monetary Fund. While many have pressed for the nomination process to be opened up in the wake of the Wolfowitz scandal, the Bush administration has been determined to hold to traditional practice.
